8 <br />Albemarle Rescue Squad, City firefighter, City Councilors, former City Councilor, <br />representative of the African-American community as some of the issues raised have <br />been in African-American neighborhoods, the Chamber of Commerce, Albemarle County <br />Board of Supervisors, and Delegate David Toscano. <br /> <br /> Mr. Lynch asked about the purpose of including the County Fire Chief and Board <br />of Supervisors member, and Dr. Brown said in order to take their point of view into <br />consideration. <br /> <br /> Mr. Taliaferro said he thinks that what we do will need to be done regionally. <br /> <br /> Dr. Brown asked if Councilors agree with him making the appointments, and <br />Councilors agreed. <br /> <br /> Mr. Norris asked if the charge will be clarified and if the committee will also look <br />at the billing issue, and Dr. Brown said yes. <br /> <br /> Mr. Lynch said he sees the focus as being on how we can support CARS as a <br />rescue service, not going with the assumption that the City will buy it’s own ambulances. <br />He said it is primarily a staffing issue for CARS. <br /> <br /> Dr. Brown agreed that there should be no preconceived model for the committee. <br />He said supporting CARS is implicit. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Norris, Council voted to meet in <br />closed session (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None) for consultation with legal counsel and briefing by staff members regarding <br />the negotiation of the terms and condition of a cost sharing agreement between the City <br />of Charlottesville and the Rivanna Solid Waste Authority for solid waste disposal costs, <br />and probable litigation relating thereto, where such briefing and consultation in an open <br />meeting would adversely affect the negotiating and litigating posture of the City, as <br />authorized by Section 2.2-3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br /> The meeting was adjourned. <br /> <br />_____________________________ ____________________________ <br />President Clerk <br />
