13 <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Taliaferro clarified that he was not talking about the Charlottesville Center <br />for Peace and Justice when he made his comments about the proposed impeachment <br />resolution. <br /> <br /> Ms. Hamilton said that the request of Advocates for a Sustainable Albemarle <br />Population (ASAP) seems to go along with the Sustainability Committee. She said the <br />County has said it will give ASAP $25,000 and they are asking the City for $15,000. She <br />said that if Council agrees to give them the money then the City should be at the table. <br />She suggested that the issue be forwarded to the Sustainability Committee to make a <br />recommendation. <br /> <br /> Mr. Lynch said the question is who pays for the resources. He said his concern is <br />that the goal is good but not the tactics. <br /> <br /> Ms. Hamilton said her concern is if the City is going to provide funding then we <br />should be involved with planning and represented. <br /> <br /> Dr. Brown said if we agree to the study he does not see waiting and referring it to <br />the Sustainability Committee, instead we should go on and do it. He said unfettered <br />growth in the County affects the City. He said he would just as soon give the money <br />conditioned on City staff contributing to the study. <br /> <br /> Mr. Taliaferro said he is supportive if the City is at the table. <br /> <br /> Mr. O’Connell said we should make sure the charge benefits the City, and said <br />that currently it only benefits the County. <br /> <br /> Mr. Norris said growth in the County affects the City. He said he is not prepared <br />to vote on the matter to tonight, but would prefer to have staff review the request. He <br />said it is ultimately a rather expensive undertaking. <br /> <br /> Mr. Lynch said he is not against the goals of ASAP, but said the goal to enforce <br />numbers is counterproductive. He cautioned spending money to do that. <br /> <br /> Ms. Hamilton expressed concern that the memorandum outlining a solution for <br />th <br />the bus route to 10 and Page changes the route of a bus that primarily serves the Rose <br />Hill neighborhood. She said Rose Hill neighborhood needs to be at the table, and asked <br />that staff get the neighborhood together to discuss it. She said it may also be good to <br />have a couple of Councilors at the table. <br /> <br /> Mr. Norris said there is a Rose Hill meeting tomorrow about the bus route and he <br />plans to attend. <br /> <br /> Mr. Lynch said he thinks it is time to think about radical changes to the bus <br />system. He said we have an opportunity to improve performance and for $500,000 more <br />we could have a really useful system. <br /> <br /> Ms. Hamilton said when changes are made we have to look at the people who use <br />the system. <br /> <br /> Mr. Lynch said we should have a system of backbone routes and feeder routes, <br />and said we should sit down and talk about what to do next year. <br /> <br /> Dr. Brown said he thinks it would cost a lot of money to convert the bus system. <br /> <br /> Mr. Norris said his preference would be to have the proposed regional transit <br />authority flesh this issue out. <br /> <br /> The meeting was adjourned. <br /> <br />
