<br /> Mr. Norris made a motion to approve the ordinance, and that we adopt the idea of
<br />adjusting the salaries each year based on the amount for general employees. Ms.
<br />Hamilton seconded the motion.
<br />
<br />The ordinance entitled “AN ORDINANCE INCREASING THE ANNUAL
<br />SALARIES OF THE MAYOR AND CITY COUNCIL MEMBERS” was offered and
<br />carried over to the next meeting for consideration.
<br />
<br />Dr. Brown asked that the City Attorney review the motion to make sure it is
<br />consistent with State law.

<br />
<br /> Ms. Tammy Londeree, 813 Locust Avenue, Apt. C, said that everybody is fussing
<br />about war and soldiers. She said when Hurricane Katrina happened other countries
<br />offered money and President Bush and Vice President Cheney would not take it. She
<br />said there is a lot of speeding on Locust Avenue. She expressed concern that victims of
<br />traffic accidents have to take responsibility for tracking down the violators.
<br />
<br /> Mr. Bill Lankford, Market Street, said there is a legal process to follow for
<br />impeachment and Council has an obligation to support the impeachment resolution.
<br />
<br /> Mr. Lloyd Snook, Hillwood Place, said that if enforcement of speeding is not
<br />increased the increased fine will be perceived of as unfair. He expressed concern that
<br />there will be a number of people who do not pay the fine which could increase the
<br />number of people driving on suspended licenses. He expressed concern about the
<br />societal consequences. He said the idea ought to be working on enforcement.

<br /> On motion by Mr. Norris, seconded by Ms. Hamilton, Ms. Hallie Freer was
<br />appointed (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro.
<br />Noes: None) to a one-year term as the youth representative on the Charlottesville-
<br />Albemarle Commission on Children and Families. This term will expire on June 30,
<br />2008.

<br /> On motion by Mr. Norris, seconded by Ms. Hamilton, the following appointments
<br />were made to the Charlottesville Redevelopment and Housing Authority by the following
<br />vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes:
<br />None. Ms. Sherri Clarke (public housing resident) to an unexpired term to expire June
<br />30, 2008; Ms. Joy Johnson (public housing resident) to a three-year term to expire June
<br />30, 2010; Ms. Holly Hatcher (citizen) to a three-year term to expire June 30, 2010; and
<br />Mr. Richard Jones (citizen) reappointed to a three-year term to expire June 30, 2010.

<br />were made to the Community Development Block Grant Task Force by the following

<br />None. Mr. Paul Martin (citizen) to a two-year term to expire May 30, 2009; Jennifer
<br />McKeever (social issues) to a two-year term to expire May 30, 2009; Joy Johnson (10th
<br />and Page Neighborhood) (reappointed) to a three-year term to expire May 30, 2010; and
<br />Gwedette Reynolds Crummie (Rose Hill) (reappointed) to a three-year term to expire
<br />May 30, 2010.

<br />Johnston and Mr. Steven Stern were reappointed to the Region Ten Community Services
