11 <br />The ordinance entitled “AN ORDINANCE ADDING A SECTION TO <br />CHAPTER 15 TO BE NUMBERED SECTION 15-101, RELATING TO ENHANCED <br />PENALTIES FOR SPEEDING ON CERTAIN RESIDENTIAL STREETS” was offered <br />and carried over to the next meeting for consideration. <br /> <br /> Mr. Hamilton asked when the matter will come back to Council, and it was agreed <br />that it would come back six months after the fines begin. <br /> <br /> Mr. Lynch made a motion to stop advertising radar locations, and Dr. Brown <br />seconded the motion. <br /> <br /> Mr. O’Connell said he would like to get an update from the police. <br /> <br /> Councilors voted to direct the Police Department to stop advertising radar <br />locations by the following vote. Ayes: Ms. Hamilton, Mr. Lynch, Mr. Norris. Noes: <br />Dr. Brown and Mr. Taliaferro. <br /> <br />ORDINANCE <br />: ESTABLISHING TRUST FOR POST EMPLOYMENT BENEFITS <br /> <br /> Mr. Bernard Wray, Director of Finance, said that this ordinance will establish a <br />trust for post employment benefits. He said the City is required to establish liability, but <br />since the City currently budgets for these expenses, it will have no financial impact. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Taliaferro, the ordinance entitled <br />“AN ORDINANCE AMENDING AND REORDAINING ARTICLE V (GROUP <br />HEALTH INSURANCE PLAN) OF CHAPTER 19 (PERSONNEL) OF THE CODE OF <br />THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, BY ADDING NEW <br />SECTIONS NUMBERED 19-141 THROUGH 19-146, RELATED TO THE <br />ESTABLISHMENT AND ADMINISTRATION OF A TRUST FOR POST- <br />EMPLOYMENT BENEFITS OTHER THAN PENSIONS, INCLUDING <br />THE DESIGNATION OF A TRUSTEE FOR SAID TRUST” was offered and carried <br />over to the next meeting for consideration. <br /> <br />ORDINANCE <br />: INCREASING MAYOR AND COUNCIL SALARIES EFFECTIVE <br />JULY 1, 2008 <br /> <br /> Mr. O’Connell said that increasing Council salaries was discussed during the <br />budget when Planning Commission salaries were increased. He said that Council salaries <br />have not changed in five years. He said State law is different for cities and any increase <br />in salary must be made four months before a Council election and cannot be effective <br />until July following the election. He said that counties can change their salaries each <br />year. He said the recommended amount is $16,000 for the Mayor and $14,000 for <br />Councilors which is consistent with other localities and less than allowed by State Code. <br /> <br /> Mr. Lynch said he thinks it makes sense to look at Council salaries periodically, <br />and suggested fixing it at half the living wage. He said he sees no reason it cannot be <br />brought up each year. He said he would support the recommended amount. <br /> <br /> Mr. Norris said he agreed with the general idea of Mr. Lynch, and asked if there is <br />a benchmark or process to evaluate the salaries on a regular basis. He said there is a <br />certain poetic beauty with tying the salaries to the living wage, but he thinks there should <br />be some process. <br /> <br /> Dr. Brown said the recommended amount splits the difference between where the <br />salaries are now and where they could go. He said this makes it more in line with the <br />Albemarle County Board of Supervisors, who he noted also get health insurance. He said <br />he has no problem looking at salaries every so often. <br /> <br /> Mr. Taliaferro said he thinks the recommended salaries are reasonable, and agreed <br />we should have a process. <br /> <br /> <br />
