3 <br /> Mr. Norris said he appreciates those who signed the petition in support of <br />impeachment, and he believes there are clear grounds for such action, but the question is <br />how can we make the most impact. He said he is not convinced that pursing <br />impeachment is the best role for Council. He said it may be better to reaffirm our <br />opposition to the war and urge our representatives to bring the troops home. <br /> <br /> Mr. Lynch agreed with Mr. Norris, and noted that Council has taken action <br />regarding federal matters such as opposition to the Patriot Act. He said he agrees with <br />the request and would be happy to sign a resolution. He said sometimes it is incumbent <br />on those groups who can act to do so. He said he thinks we should seriously look at it. <br /> <br /> Dr. Brown noted that the trash issue is a city wide problem. He said we saved <br />money by privatizing but the service has not been as good. Regarding enforcement of <br />speeding, he said the problem is we cannot fill positions in the Police Department fast <br />enough, and we cannot just dedicate someone to enforcement at this time. He said <br />hopefully we will have more officers next year. He said he agrees with a lot of what Mr. <br />Norris said about the impeachment resolution, but he is not prepared to support the <br />resolution. He said he thinks the war is a tragedy, but he does not think it is Council’s <br />role to support impeachment. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, the following consent <br />agenda items were approved by the following vote. Minutes of May 21, 22, 30 and June 4 <br /> <br />th <br />RESOLUTION <br />b. : Permit parking in 900 Block of 9 Street, S.W. <br /> <br />WHEREAS <br />, residents of the 200 block of 9th Street, S.W. have requested that <br />City Council designate that block as a restricted parking area; and <br /> <br />WHEREAS <br />, in accordance with City Code Section 15-201, et seq, the City <br />Traffic Engineer has conducted on street parking surveys and mailed notice to all <br />residents of the affected area that Council will consider designating such area as a <br />restricted parking area; and <br /> <br />WHEREAS <br />, the surveys have shown that at least 75% of the total number of on <br />street parking spaces in the proposed restricted parking area were occupied, and at least <br />50% of the total number of on street parking spaces in that area were occupied by <br />commuter vehicles; and <br /> <br />WHEREAS <br />, in accordance with City Code Section 15-203(b)(3), the City <br />Manager has certified that the parking surveys have met the minimum parking occupancy <br />requirements for permit parking controls; and <br /> <br />WHEREAS <br />, Council has considered: <br /> <br />(a) the purpose and intent of the permit parking ordinance and regulations; <br /> <br />(b) the alternate means of transportation, if any, to and from the restricted parking <br />area being established; <br /> <br />(c) the adverse impact that restricting parking in such area might have on nearby <br />neighborhoods that do not have permit parking; <br /> <br />(d) the adverse impact that such restrictions may have on the non-residents of the <br />proposed restricted parking area and their ability to find available parking near their place <br />of work; and <br /> <br /> <br />
