<br />COUNCIL CHAMBER – July 2, 2007 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Mr. Norris said he will bring up the home rehabilitation program during other <br />business. <br /> <br />th <br /> Ms. Hamilton reminded the public of the July 9 work session on recreation <br />centers. <br /> <br />AWARDS/RECOGNITIONS <br />: INTRODUCTION OF OFFICIALS FROM SISTER <br />CITIES POGGIO A CAIANO AND PRATO, ITALY; SUMMER INTERNSHIP <br />PROGRAM; PARKS AND RECREATION MONTH PROCLAMATION <br /> <br /> Representatives from Charlottesville’s sister city, Poggio a Caiano, Italy, and <br />Albemarle County’s sister city, Prato, Italy were introduced. <br /> <br /> Mayor Silvano Gelli from Poggio a Caiano and Dr. Brown signed a resolution <br />th <br />recognizing the 30 anniversary of the sister city relationship. <br /> <br /> Ms. Hamilton said that the hospitality extended to her when she visited Poggio a <br />Caiano was like nothing she had ever experienced. She said she is anxious for students to <br />participate in an exchange program. <br /> <br /> Ms. Heather Kellums, TeensGive Coordinator, introduced students who are <br />participating in the Summer Internship Program. <br /> <br /> Dr. Brown presented the Parks and Recreation Month proclamation. <br /> <br />PUBLIC <br /> <br /> Ms. Jeanne Chase, 223 Old Lynchburg Road, supposed increased signage, fines <br />and enforcement for speeding on Old Lynchburg Road. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, President of North Downtown Residents <br />Association, clarified that NDRA has taken no position on the Meadowcreek Parkway <br />and has no hidden agenda. She said the goal is to protect the integrity of the <br />neighborhood. She said no noise data is available for the road. <br /> <br />nd <br /> Mr. Richard Berman, 205-A 2 Street, N.W., said that the no turn on red signs at <br />nd <br />the intersection of Market Street and 2 Street, N.W. are ignored and said they should <br />either be monitored by the police or removed. <br /> <br /> Mr. Bradford Lamb, 1336 Hilltop Road, supported allowing the YMCA to build <br />in McIntire Park next to Charlottesville High School. He said the YMCA is committed to <br />providing programs regardless of ability to pay. He said use of that land would be <br />fiscally responsible. <br /> <br /> Mr. Tim Sinatra, Executive Director of the Boys and Girls Club, thanked Council <br />for considering the partnership with the YMCA and said he is supportive of the <br />partnership. <br /> <br /> Mr. Randy O’Neill, Carter Mountain Road, Virginia’s for Physical Education, a <br />private physical fitness program, said he has partnered with the Boys and Girls Club and <br />the police with his mobile fitness center. He said he has not found the YMCA to be a <br />good partner with private organizations. <br /> <br /> Mr. Morgan Butler, representing the Southern Environmental Law Center, said <br />SELC has not taken a position on the Meadowcreek Parkway.
