3 <br />ORDINANCE <br />e. : “AN ORDINANCE AMENDING AND REORDAINING <br /> ARTICLE V (GROUP HEALTH INSURANCE PLAN) OF CHAPTER 19 <br /> (PERSONNEL) OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, <br /> AS AMENDED, BY ADDING NEW SECTIONS NUMBERED 19-141 THROUGH <br /> 19-146, RELATED TO THE ESTABLISHMENT AND ADMINISTRATION OF A <br /> TRUST FOR POST-EMPLOYMENT BENEFITS OTHER THAN PENSIONS, <br />nd <br /> INCLUDING THE DESIGNATION OF A TRUSTEE FOR SAID TRUST” (2 <br /> reading) <br /> <br />ORDINANCE <br />f. : “AN ORDINANCE INCREASING THE ANNUAL <br />nd <br /> SALARIES OF THE MAYOR AND CITY COUNCIL MEMBERS” (2 reading) <br /> <br />REPORT <br />: MCINTIRE ROAD INTERCHANGE – CONSISTENCY WITH <br />COMPREHENSIVE PLAN <br />REPORT <br />: MCINTIRE ROAD INTERCHANGE – PREFERRED DESIGN <br />ALTERNATIVES <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that the <br />State Code requires that the Planning Commission review and make a determination <br />about whether the McIntire Road interchange is consistent with the Comprehensive Plan. <br />He said the Planning Commission found that it is consistent because the McIntire Road <br />and 250 Bypass intersection was identified as a problem in the Plan and the <br />Meadowcreek Parkway is identified as a road in the Comprehensive Plan and was <br />conditioned on a grade level interchange and the need to integrate bike and pedestrian <br />networks. <br /> <br /> Mr. Owen Perry, RK&K Consultants, presented a powerpoint on the design <br />alternatives. He said they hope Council will narrow the recommended alternatives so that <br />the environmental work can be done on one or two alternatives. He said the Steering <br />Committee recommended C-1 as the preferred alternative. He said a design public <br />hearing will be held at the end of the year, and a draft 4f and environmental document <br />will be prepared. He said following this Council will be asked for a preferred alternative. <br /> <br /> Mr. Norris thanked the Steering Committee for their work. He asked if the white <br />paper referred to by Mr. Kleeman has happened, and if not why not. <br /> <br /> Mr. Perry said it has happened. <br /> <br /> Mr. Bill Helman with RK&K said a draft 4f document is being put together and it <br />will include avoidance alternatives. He said it will be formally send to VDOT for review <br />at the end of the month, then will be presented at a fall public hearing. <br /> <br /> Mr. Norris asked why no avoidance alternative is included, and Mr. Helman said <br />that is a separate process. He said first a recommended preferred alternative needs to be <br />identified, then a final preferred alternative. <br /> <br /> Responding to a question from Mr. Taliaferro, Mr. Helman said that a noise <br />analysis is underway and the results will be presented in the fall. He said a very specific <br />process is required. <br /> <br /> Mr. Taliaferro asked how extensive the impact will be on the Vietnam War <br />Memorial. <br /> <br /> Mr. Owen said they are trying to provide enhanced access to the Memorial. He <br />said the Memorial could stay but they are working with the founder and American Legion <br />as it may be more enhanced if it is moved. <br /> <br /> Mr. Lynch asked if the noise analysis will take into account the fact that traffic <br />will not have to stop on one road, and Mr. Helman said yes, and that it will be modeled. <br /> <br /> Ms. Hamilton said she has received comments from the community about the size <br />of the interchange being too big. <br /> <br />
