2 <br /> <br /> Mr. Taliaferro said he would like to see what the amount of the surplus is and <br />what other needs are before setting this policy. <br /> <br /> Mr. Norris said that if Parks and Recreation does not have to maintain pools, that <br />will free up some money. <br /> <br /> Mr. Tim Sinatra, Executive Director of the Boys and Girls Club, said they are a <br />neighborhood centered organization that provides daily youth development opportunities, <br />and also serves the entire community. He said they have capacity issues, a waiting list, <br />no dedicated gym, supervision issues, and no dedicated space for teens. He said their <br />new building will serve 400 kids, will have a wing for teenagers, and can be used by the <br />City during their down times. <br /> <br /> Mr. Tom Jones, Boys and Girls Club Board Member, said that an architectural <br />team has been chosen for the building. He said the programming phase has been <br />completed and they are starting the schematic design phase. He said construction is <br />proposed to begin in August of 2008. <br /> <br /> Mr. W. G. Clark, architect for the Boys and Girls Club, provided an overview of <br />the site for the building. <br /> <br /> Mr. Jones asked if there are ways to expand the Boys and Girls Club partnership <br />with the City. He said if a decision is made to replace Smith pool we can look at the best <br />use of the site and possibly realize cost savings. <br /> <br /> Mr. Svetz noted that the City received a bid of $565,000 just to renovate the <br />locker rooms at Smith and Crow. <br /> <br /> Mr. Svetz said the second decision point for Council is: Does the City expand its <br />partnership with the Boys and Girls Club at Buford School, specifically: 1) Does the <br />City enter into an operating agreement with the Boys and Girls Club for the utilization of <br />the new Boys and Girls Club facility by the Parks and Recreation Department outside of <br />the Boys and Girls Club operating hours? 2) Does the City: a) Renovate or b) remove or <br />c) replace the Smith Pool/Center? 3) Does the City expand th4e funds to renovate the <br />locker rooms at Smith Pool during the summer of 2007? <br /> <br /> Mr. Lynch said he is at a loss not knowing cost figures. <br /> <br /> Mr. Svetz said it would cost approximately $2 million to repair and renovate <br />Smith Pool, $500,000 to remove Smith Pool and Center, and $5 million to replace it. <br /> <br /> Responding to a question from Mr. Norris, Mr. Svetz said that Smith Pool had <br />31,000 visitors last year, and 94% were non-City residents. <br /> <br /> Mr. Lynch said he would rephrase the decision point to: What should we do with <br />Smith and Crow? He said his preference would be to consolidate them into a single <br />location, and he thinks the Smith location is a good enough location. He said having the <br />Boys and Girls Club there creates an opportunity. He said he would rebuild Smith and <br />remove Crow. <br /> <br /> Mr. Norris asked if a possible alternative would be to have the City and Boys and <br />Girls Club partner on a single site. <br /> <br /> Mr. Jones said that would delay the project substantially. He said that the pool <br />would not have to be tightly interfaced with the Boys and Girls Club space. <br /> <br /> Dr. Brown said the pools get a lot of use from swim teams. He said we could <br />reconfigure a pool for more recreation use that is more accessible for the community. He <br />asked if there is a sense that the regional need can be met by the YMCA. He said he does <br />not want to leave competitive swimming out of the equation. <br /> <br /> <br />
