5 <br /> Ms. Hamilton said we need to be careful and make sure we have a voice in <br />deciding YMCA programming. She said there is a need for intergenerational programs. <br />She said that our seniors are underserved, but she does not know if we can serve them <br />due to transportation issues. She said that in general she is against the facility because <br />she does not like the idea of locating it in the park. But, she said if we decide to do it for <br />financial reasons we should get the most out of it. <br /> <br /> Mr. Lynch asked where shelters two and three would be put, and Mr. Svetz said <br />there are options. <br /> <br /> Ms. Hamilton asked about the status of a master plan for McIntire Park. She said <br />some have said that it is irresponsible to do this if there is no master plan. <br /> <br /> Mr. Svetz said there is no recent plan for that area of the Park. He said if Council <br />agrees conceptually to locating the YMCA in the Park, then a master plan can be done. <br /> <br /> Mr. Lynch said we are all interested in seeing neighborhood centers further <br />developed with more hours. He said he favors consolidating Smith and Crow. He said <br />he does not see the first two parts of the package (decisions one and two). <br /> <br /> Mr. Svetz said they are in the process of expanding programming. <br /> <br /> Mr. Lynch said he wants to see details fleshed out, what it means for partnerships <br />with the Boys and Girls Club, and losing picnic shelters. He said he does not like giving <br />up park land. <br /> <br /> Mr. Svetz said he can give Council a list of programs and facility improvements <br />in a month. He said if Council directs staff to enter into a lease agreement with the <br />YMCA there is a legal process required, including advertising a public hearing and <br />issuing an RFP. <br /> <br /> Mr. Lynch said he is not ready to say staff should work on a lease until he sees <br />other information. <br /> <br /> Dr. Brown said he thinks there is inequity in asking the same money from the City <br />and County, and also asking the City to give up land and provide transportation. <br /> <br /> Mr. Norris said he would like to move forward in concept and continue to gather <br />information. <br /> <br /> Mr. Lynch said he would like to wait for more information before saying work on <br />the lease. He said the PVCC site works just as well as this. <br /> <br /> Dr. Brown said he does not think we need specifics on programming. He said he <br />sees this as an opportunity to free up money from Crow to support neighborhood centers. <br /> <br /> Mr. Svetz said decision point three is: Does the City enter into a partnership with <br />the Piedmont Family YMCA specifically: 1) Is the City willing to enter into a ground <br />lease with the Piedmont Family YMCA for the construction and operation of a <br />community recreation center on the northwest side of McIntire Park adjacent to <br />Charlottesville High School? 2) Is the City willing to provide up to $2 million in <br />financial support for the construction of the Piedmont Family YMCA at McIntire Park? <br />3) Does the City operate Crow Pool until the Piedmont Family YMCA is constructed? 4) <br />Does the City expand money to renovate the locker rooms at Crow Pool during the <br />summer/fall of 2007? <br /> <br /> Mr. Norris said yes on #1, maybe on #2 and #3, and no on #4. <br /> <br /> Mr. Lynch said he would say tentatively yes on #1 providing getting more details. <br /> <br /> Ms. Hamilton and Mr. Taliaferro said they are not willing to say they agree with <br />#2 at this time. <br /> <br />
