12 <br /> <br /> Mr. O’Connell explained that the bonus ordinance was approved two years ago by <br />Council specifically to address this issue. He said it has been used one time in two years <br />and is convinced that it has not created a problem. <br /> <br /> Dr. Brown referred to the memorandum regarding police recruitment that was <br />sent to Council in 2005 when the ordinance was approved and Council gave its okay. He <br />said he thinks it is a good idea and a useful tool. He commended staff for doing it and <br />said he trust staff will keep an eye on the compression issue. <br /> <br /> Mr. Taliaferro said compression issues have occurred and it causes moral issues. <br /> <br /> Mr. O’Connell said he thinks we are talking about a small number of people. <br /> <br /> Ms. Hamilton thanked the Police Chief for the increased police presence on the <br />roads. She said she thinks people have slowed down. <br /> <br />APPOINTMENTS <br />: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Norris, seconded by Mr. Lynch, Council appointed Mr. Donald <br />Allen Byers to a three year term as the joint City/County appointee on the Albemarle <br />Charlottesville Regional Jail Authority by the following vote. Ayes: Dr. Brown, Ms. <br />Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. This term will expire on <br />June 30, 2010. <br /> <br /> On motion by Mr. Norris, seconded by Mr. Lynch, Council appointed Ms. Nancy <br />Damon, Mr. Tony LaBua, and Ms. Jennifer McKeever to four-year terms on the Vendor <br />Appeals Board by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. <br />Norris, Mr. Taliaferro. Noes: None. These terms will expire on June 30, 2011. <br /> <br /> On motion by Mr. Norris, seconded by Mr. Lynch, Council made the following <br />appointed to the Charlottesville Albemarle Convention and Visitors Bureau by the <br />following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None. Ryan Hubbard (Hotel/lodging representative); Robert Stroh (business <br />representative); and Peppy Linden (tourism representative). <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O’Connell requested that Council authorize staff to put out a package out to <br />bid for security cameras, to include the locations and number of cameras. He said he <br />would like a general consensus of Council before staff move to a detailed level. <br /> <br /> Mr. Taliaferro said he supports the concept. He said it is a delicate balancing act <br />protecting citizens and their rights. He said he thinks it is an effective way to prevent <br />attacks downtown. <br /> <br /> Mr. Norris asked about the suggestion that anyone be able to view the pictures. <br /> <br /> Police Chief Tim Longo said that is Council’s decision. He said the issues <br />include who will have access and how long the images are retained. He said we need to <br />make sure the images are used properly. He said it is the City’s responsibility to address <br />safety concerns. <br /> <br /> Ms. Hamilton said she has heard from many in the community about this issue <br />and is comfortable moving forward. <br /> <br /> Mr. Lynch said he thinks we need a policy. He said it sounds good in theory but <br />it has to be monitored. He said there are some privacy issues. He said we have a <br />problem downtown, but how we use it is key. He said he would like to have a policy that <br />the images are not reviewed unless there is a problem we are looking to solve. <br /> <br /> <br />
