12 Mr. O’Connell explained that the bonus ordinance was approved two years ago by Council specifically to address this issue. He said it has been used one time in two years and is convinced that it has not created a problem. Dr. Brown referred to the memorandum regarding police recruitment that was sent to Council in 2005 when the ordinance was approved and Council gave its okay. He said he thinks it is a good idea and a useful tool. He commended staff for doing it and said he trust staff will keep an eye on the compression issue. Mr. Taliaferro said compression issues have occurred and it causes moral issues. Mr. O’Connell said he thinks we are talking about a small number of people. Ms. Hamilton thanked the Police Chief for the increased police presence on the roads. She said she thinks people have slowed down. APPOINTMENTS : BOARDS AND COMMISSIONS On motion by Mr. Norris, seconded by Mr. Lynch, Council appointed Mr. Donald Allen Byers to a three year term as the joint City/County appointee on the Albemarle Charlottesville Regional Jail Authority by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. This term will expire on June 30, 2010. On motion by Mr. Norris, seconded by Mr. Lynch, Council appointed Ms. Nancy Damon, Mr. Tony LaBua, and Ms. Jennifer McKeever to four-year terms on the Vendor Appeals Board by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. These terms will expire on June 30, 2011. On motion by Mr. Norris, seconded by Mr. Lynch, Council made the following appointed to the Charlottesville Albemarle Convention and Visitors Bureau by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. Ryan Hubbard (Hotel/lodging representative); Robert Stroh (business representative); and Peppy Linden (tourism representative). OTHER BUSINESS Mr. O’Connell requested that Council authorize staff to put out a package out to bid for security cameras, to include the locations and number of cameras. He said he would like a general consensus of Council before staff move to a detailed level. Mr. Taliaferro said he supports the concept. He said it is a delicate balancing act protecting citizens and their rights. He said he thinks it is an effective way to prevent attacks downtown. Mr. Norris asked about the suggestion that anyone be able to view the pictures. Police Chief Tim Longo said that is Council’s decision. He said the issues include who will have access and how long the images are retained. He said we need to make sure the images are used properly. He said it is the City’s responsibility to address safety concerns. Ms. Hamilton said she has heard from many in the community about this issue and is comfortable moving forward. Mr. Lynch said he thinks we need a policy. He said it sounds good in theory but it has to be monitored. He said there are some privacy issues. He said we have a problem downtown, but how we use it is key. He said he would like to have a policy that the images are not reviewed unless there is a problem we are looking to solve.
