13 <br /> Dr. Brown said it sounds like there is a consensus to move forward. He said he <br />has concerns and is not sure cameras will do much. He said they have the potential of <br />reassuring people that we are doing something and helping to solve crimes. He asked if <br />there are examples of crimes downtown where cameras would have been useful. He said <br />he generally has concerns about how easy it is to get people’s social security numbers <br />and listening in on people’s phones. He said philosophically he wants to see evidence <br />that cameras would be doing something. <br /> <br /> Mr. Norris said he does not disagree with Dr. Brown. He said there are other <br />things he would prefer to do first. He said cameras are not a stand along solution. <br /> <br /> Mr. Lynch suggested that there not be fixed locations and that the cameras be <br />moved around. He said he does not like the idea of having them everywhere. <br /> <br /> Dr. Brown said it appears there is a consensus of Council to get bid information <br />and more detailed information for Council. <br /> <br /> Chief Longo said there are examples of where cameras have been used <br />retrospectively. He said he would go with the assumption that the images could not be <br />viewed on the web and would only be used for law enforcement purposes. He suggested <br />that cameras on public buildings be fixed and the others be moved around where there are <br />prevailing crime trends. <br /> <br /> Mr. Norris asked about lighting, and Chief Longo said attention is being focused <br />now on Lee Park and then the assessment will be extended to the downtown mall. <br /> <br /> Mr. Taliaferro applauded staff for doing a survey about garbage collection. He <br />said we have a real issue with garbage collection. He said the City did a good job and it <br />had a lot of value to residents. He said when we privatize a service we lose control. He <br />asked when the current contract will be up. <br /> <br /> Mr. O’Connell said it will be bid next spring. He said the City is dealing with the <br />contractor every day and we are looking at what standards need to be put in place. He <br />said we will probably look at what it will cost for the City to do it. <br /> <br /> Ms. Hamilton asked if we can negotiate penalties for poor performance. <br /> <br /> Mr. O’Connell said staff will explore incentives and penalties. <br /> <br /> Ms. Hamilton said we need a better outreach to lower income residents regarding <br />recycling. <br /> <br /> Mr. Lynch said it would be helpful to look at the cost equation again. He said the <br />fact that we now have a staff person monitoring the situation may mean we are not saving <br />that much. <br /> <br /> Mr. O’Connell said that a work session will be held on August 1 regarding a <br />th <br />proposed tax deferral program and the State Homestead law.
