2 <br /> Mr. M. Rick Turner, President of the Albemarle-Charlottesville NAACP, 1663 <br />Brandywine Drive, said that the no parking signs around Friendship Court are a violation <br />of the City Code. He requested that the City Manager call a public meeting to discuss the <br />parking restriction. He said he is appalled and angry at the study that reported that <br />Charlottesville has the highest mortgage lending rates for African American in the <br />country. He said it is an alarming report. He said the challenge is to work together, and <br />he encouraged anyone who feels they have been discriminated against to call him. <br /> <br /> Mr. Louis Schultz, 809 E. Market Street, said that through the years the City has <br />claimed that Steep Hill Street is private property, but then has done work on the property. <br />He said he considers it unlawful seizure of private property. He said he wants the City <br />off his property. He said he is collecting signatures to remove Councilors from office for <br />neglect of duties. <br /> <br /> Ms. Naomi Roberts, 1140 St. Clair Avenue Extended, said there are traffic <br />problems with the intersection of Riverview/High Street/250 Bypass, and it should be <br />changed back to the way it was. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Mr. Lynch said that security cameras downtown and the issue of high mortgage <br />rates for African Americans will be discussed during Other Business. Mr. Lynch said he <br />thinks the City should accept Steep Hill Street. Mr. Lynch said that there was a public <br />meeting about removing some of the parking around Friendship Court, but he thinks the <br />st <br />removal of parking on 1 Street should be addressed. <br /> <br /> Ms. Hamilton said that the parking was restricted around Friendship Court <br />because of non-residents causing disturbances, and the residents of Friendship Court <br />asked for relief. <br /> <br /> Dr. Brown thanked Mr. Turner for bringing up the issue of mortgage lending <br />rates, and said it is a great embarrassment to the City. He asked how the City can assist <br />the NAACP in its efforts. He said there are other areas as well where the cost of being <br />poor is very high. Dr. Brown said that the Comprehensive Plan refers to the percentage <br />of residents without high school and college degrees, and he said that is a related issue <br />that the City can control. <br /> <br /> Ms. Hamilton asked for more information on the change in traffic patterns, and <br />Ms. Roberts said it is traffic coming from High Street turning right onto Rt. 250. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Ms. Hamilton, seconded by Mr. Lynch, the following consent <br />agenda items were approved by the following vote. Noes: None. <br /> <br />APPROPRIATION <br />a. : Community Development Block Grant Reprogramming <br />nd <br /> (2 reading) <br /> <br />WHEREAS <br />, council has previously approved the appropriation of certain sums <br />of federal grant receipts to specific accounts in the Community Development Block Grant <br />(CDBG) funds; and <br /> <br />WHEREAS <br /> , it now appears that these funds have not been spent and need to be <br />reprogrammed, and therefore, <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia that <br />appropriations made to the following expenditure accounts in the CDBG fund are hereby <br />reduced or increased by the respective amounts shown, and the balance accumulated in <br />the Fund as a result of these adjustments is hereby reappropriated to the respective <br />accounts shown as follows: <br /> <br /> <br />
