<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, August 6, 2007 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – August 6, 2007 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Lynch, Council voted to meet in <br />closed session (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None) for discussion and consideration of specific candidates for appointment to <br />boards and commissions, and the assignment of specific City employees to temporary <br />positions, as authorized by Section 2.2-3711(A)(1) of the Virginia Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – August 6, 2007 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Dr. Brown announced the recent death of former School Superintendent George <br />Tramontin. <br /> <br /> Dr. Brown said that applications for participation in the City’s Neighborhood <br />Leadership Institute are being accepted. <br /> <br /> Dr. Brown said he will bring up the issue of banning use of small plastic water <br />bottles in City Hall during Other Business. <br /> <br /> Ms. Hamilton noted that Council will be looking at a model ordinance in response <br />to concerns about predatory lending in hopes that Council can come up with ways to <br />protect our citizens. <br /> <br /> Mr. Norris said he will bring up the Rutherford Institute’s letters regarding <br />surveillance cameras during Other Business. <br /> <br />AWARDS/RECOGNITIONS <br />: WOMEN’S EQUALITY DAY PROCLAMATION; <br />SUMMER YOUTH INTERNSHIP PROGRAM <br /> <br /> Ms. Heather Kellams, Director of TeensGive and Coordinator of the Summer <br />Youth Internship Program, said that 29 at-risk youth successfully completed the <br />internship program. She said she will prepare a full report for Council. She introduced <br />Ms. Osha Howard and Ms. Patra Okela, participants in the program, who thanked <br />Council for providing the opportunity.
