2 <br />has been named the Teen Volunteer of the Year, and Ms. Okela worked at Camp Excel <br />and continues to volunteer after the internship ended. <br /> <br /> Dr. Brown presented the Women’s Equality Day Proclamation. <br /> <br />PUBLIC <br /> <br />th <br /> Ms. Lelia Edloe Brown, 316 8 Street, N.W., said that Jefferson High School <br />represents one of the last vestiges for African-Americans in Charlottesville, and she is <br />glad she is going to see a new era with its transfer to the Partnership. <br /> <br /> Mr. David Blount, Legislative Liaison for the Thomas Jefferson Planning District <br />Commission, said there will be a regional focus for the 2008 legislative program. He said <br />a draft will be done by mid-September, with Council approval scheduled for October. He <br />said the Comprehensive Services Act is recommended as the top priority. He said a <br />section on on-going concerns will continue to be included in the program. <br /> <br />th <br /> Mr. John Gaines, 214 9 Street, N.W., said he had presented a petition signed by <br />th <br />10/Page Street residents asking that parking be eliminated in the 800 block of West <br />Main Street for safety reasons. He said the request was given to the Traffic Engineer <br />who did not recommend that the spaces be eliminated, but instead asked that the police <br />watch for violators. He said this does not deal with the visibility question. He asked why <br />not put in a traffic signal. He asked why are concerns from African American <br />neighborhood given so little attention, which he said is at least the perception. <br /> <br /> Mr. Gerry Deily, 309 Carter Lane, expressed concern about what portions of the <br />Meadowcreek Parkway will be built, and said that the interchange should not be held <br />hostage by playing games with the County. He said the project should not be delayed. <br /> <br /> Mr. Louis Schultz, 809 E. Market Street, said he thinks Council does not pay <br />attention to anyone. He said he is continuing his effort to recall Councilors for <br />incompetence and neglect of duty. He said the City has taken a piece of his private <br />property on Steep Hill Street in violation of the law. <br /> <br /> Mr. Raymond Mason, 937 Charlton Avenue, said he filed a missing persons <br />th <br />report on his wife with the police on July 14, but he was told they would not file one. <br />He said he was later arrested while unconscious and taken to jail, after which he was <br />taken to the hospital by the rescue squad. He said an investigation should be done. He <br />said he has been trying to get a crosswalk at Rosser Avenue and Preston Avenue. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Mr. Norris said we have been hearing a lot about young people causing problems <br />in the community and, referring to the Summer Youth Internship Program, said it is <br />wonderful to hear about kids doing something positive. <br /> <br />th <br /> Mr. Taliaferro said he thinks there is a visibility issue at the 8 Street/Main Street <br />intersection from time to time and he hopes a second look will be taken at the situation. <br /> <br />th <br /> Ms. Hamilton said she would like to see a traffic report on the 8/Main Street <br />intersection. She said she finds it to be a difficult intersection. Ms. Hamilton said Mr. <br />Schultz is within his rights to have a blog and recall campaign, but she said it is unfair for <br />him to say that the City has not tried to help him. She said Mr. Schultz’s own abrasive <br />behavior to staff when they tried to help him has been a problem. She said she will <br />follow up on the concerns expressed by Mr. Mason. <br /> <br /> Mr. Taliaferro asked that the City Manager follow up with the police regarding <br />Mr. Mason’s allegation. <br /> <br /> Dr. Brown noted that the resolution regarding a drought warning has been <br />removed from the agenda. <br /> <br /> <br />
