10 <br /> Mr. Francis Fife, a member of ASAP, said we are using up more and more of our <br />natural resources. He said this is a very long range thing. He said we are seeing how <br />County projects are impacting the City, and he thinks we need a more studied approach to <br />it. <br /> <br /> Mr. Lynch said he thinks Albemarle County got it right in their response to the <br />request, not that the right size will be determined, but that they would support research on <br />the carrying capacity of our eco systems. He said he thinks that is a defensive way to <br />provide the funds, not the right size, but what are the ecological impacts. He said asking <br />the number of people is the wrong question. <br /> <br /> Ms. Hamilton said she agrees with Mr. Lynch. She said the questions for the City <br />might be slightly different than for the County. She said the City has a sewer system and <br />roads. She said she is in favor of funding the proposal, but we need to think of the <br />questions applicable to the City, such as stormwater. <br /> <br /> Dr. Brown said he thinks it is a good idea, but he would like it to be a finite <br />amount of money. He said the City is not growing as fast as the County, and our issues <br />revolve around Albemarle County growth. He said it is clear the $11,000 does not match <br />the Albemarle County amount, and said he would like ours to be matched. <br /> <br /> Mr. Taliaferro made a motion to provide $11,000 to ASAP out of Council reserve, <br />and Mr. Norris seconded the motion. <br /> <br /> Mr. Lynch said he would like the funding subject not to looking at the optimal <br />size, but at the optimal carrying capacity and trade offs associated with that such as <br />water, transportation, and food supply. He suggested that the Environmental <br />Sustainability Committee have input into what is included, as well as the scope of work. <br /> <br /> Council approved the $11,000 for ASAP, subject to the conditions listed by Mr. <br />Lynch, by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, <br />Mr. Taliaferro. Noes: None. <br /> <br />WHEREAS <br />, , Advocates for a Sustainable Albemarle Population (ASAP) has <br />requested a contribution from City Council in the amount of $11,000 to support the first <br />phase of research by ASAP, which will define an optimal sustainable population size for <br />the Albemarle/Charlottesville community; and <br /> <br />WHEREAS <br />, the contribution will be paid from already appropriated funds in the <br />Council Reserve account in the General Fund. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED <br />by the City Council of the City of <br />Charlottesville, Virginia that the sum of $11,000 is hereby paid from currently <br />appropriated funds in the Council Reserve account in the General Fund on the condition <br />that the funding be subject not to looking at the optimal size, but at the optimal carrying <br />capacity and trade offs associated with that such as water, transportation, and food <br />supply, and that the City’s Environmental Sustainability Committee have input into what <br />is included, as well as the scope of work. <br /> <br />? <br /> <br />$11,000 Fund: 105 Cost Center: 1011001000 <br /> <br />RESOLUTION <br />: APPROVING VISION THEMES <br /> <br /> Mr. O’Connell said that Council has held work sessions to discuss all eight vision <br />themes. He said the section regarding arts and culture has separated out the City’s role. <br />He recommended that Council adopt the Vision Themes to be used as guidance for staff. <br /> <br /> Ms. Hamilton congratulated her fellow Councilors for development of the Vision <br />Themes. She said is represents something Council and staff worked hard on. She noted <br />that some of the action items have already been implemented. <br /> <br /> Mr. Taliaferro said he found it helpful during the budget process. <br /> <br />
