9 <br /> Responding to a question from Mr. Norris about combining Weed and Seed and <br />CDBG/HOME grants, Ms. Kilroy said each grant source has different report <br />requirements and different ways that the money must be spent and they have to be kept <br />separate. <br /> <br /> Mr. Norris said the administrative costs of the funds is a continuing frustration. <br /> <br /> Mr. Lynch suggested including neighborhood stabilization as a priority, and <br />saying including, but not limited to homeownership, homeowner rehabilitation and rental <br />rehabilitation. <br /> <br /> Dr. Brown suggested keeping workforce development as a priority, and adding <br />“with an emphasis on teens and young adults.” <br /> <br /> Mr. Taliaferro said he would also like to add to neighborhood stabilization the <br />importance of addressing code violations. <br /> <br /> Council agreed to fund $25,000 in administrative costs for Weed and Seed out of <br />the general fund next year, and agreed that social programs should be set at 15%. <br /> <br /> Mr. Lynch made a motion to approve the following CDBG/HOME priorities, <br />Workforce Development, with an emphasis on teens and young adults; Neighborhood <br />Stabilization, including not limited to homeownership, homeowner rehabilitation and <br />rental rehabilitation, and addressing code compliance issues; and Economic <br />Development; designated the Charlottesville Redevelopment and Housing Authority as <br />the priority neighborhood; set social programs at 15%; administration at 15%; and agreed <br />to fund $25,000 for Weed and Seed administration out of the general fund next year by <br />the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. <br />Taliaferro. Noes: None. <br /> <br />RESOLUTION <br />: REQUEST FOR $11,000 FROM ADVOCATES FOR <br />SUSTAINABLE ALBEMARLE POPULATION (ASAP) FOR STUDY TO IDENTIFY <br />OPTIMAL SUSTAINABLE POPULATION SIZE FOR ALBEMARLE- <br />CHARLOTTESVILLE COMMUNITY <br /> <br /> Mr. Jack Marshall, representing Advocates for a Sustainable Albemarle <br />Population (ASAP) said that the study has been endorsed by the League of Women <br />Voters and the Sierra Club. He said that the Albemarle County Board of Supervisors has <br />set aside $25,000 for the study. He said the underlying assumption is that we are a single <br />community and we should undertake long range planning. He said research would <br />identify an optimal sustainable population. He said the money requested will only cover <br />research and assessing the feasibility of such a study. <br /> <br /> Mr. Lynch said he would like to be clear on what the City is being asked to fund, <br />preliminary research and a consultant? <br /> <br /> Mr. Marshall said he would be delighted to have City planning staff be designated <br />to help with the research. He said the total research is expected to cost $90,000, and the <br />$11,000 requested of the City shows Council’s support and legitimizes the research. He <br />said ASAP will turn to other foundations and individuals for additional support. <br /> <br /> Mr. Norris asked if the $90,000 is for the first phase only, and is there an <br />implication that ASAP will come back and ask for more money. <br /> <br /> Mr. Marshall said the first goal is to show that it is a feasible enterprise. <br /> <br /> Mr. Taliaferro asked if this is something other communities have done or is this a <br />ground breaking effort. <br /> <br /> Mr. Marshall said to the group’s knowledge, no one has looked at environmental <br />issues and quality of life issues. <br /> <br /> <br />
