8 <br />City Planning Commission, and as amended by the inclusion of additional comments <br />proposed by staff and Council on August 6, 2007, is hereby approved and adopted as the <br />official Comprehensive Plan of the City pursuant to Va. Code Section 15.2-2226. <br /> <br />Appendix One (“Neighborhood Plan Information”) is not deemed a part of the official <br />2007 Comprehensive Plan but shall be considered as a supplemental statement of <br />background data, existing and anticipated future conditions and policy considerations for <br />general reference and further development and refinement by the City Council, City <br />administration, boards, commissions, agencies, neighborhood associations and other <br />stakeholders in planning and making decisions affecting those neighborhoods referenced <br />in the Appendix. <br /> <br />PUBLIC HEARING/RESOLUTION <br />: COMMUNITY DEVELOPMENT BLOCK <br />GRANT AND HOUSING OPPORTUNITIES MADE EQUAL PRIORITIES FOR FY <br />08/09 <br /> <br /> Ms. Amy Kilroy, Planner in Neighborhood Development Services, asked that <br />Council set the priorities for the CDBG and HOME programs, determine if a priority <br />neighborhood should be selected, set the percentage for social programs and <br />administration, and decide about funding for Weed and Seed administration. Ms. Kilroy <br />said that the CDBG Task Force is in agreement about keeping priorities similar to those <br />in the current year (Workforce Development, Economic Development, Homeownership, <br />Homeowner Rehabilitation and Rental Rehabilitation), but suggested giving priority to <br />neighborhood stabilization and strengthening of existing resources in the community. <br />She said the Task Force would also like to restore the CDBG funds that currently go to <br />the Weed and Seed Program. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Norris clarified that the proposal made by the Housing Advisory Committee <br />for funding for the Charlottesville Redevelopment and Housing Authority is not on the <br />table this year as CRHA is not ready. He said they will be ready next year. <br /> <br /> Mr. Lynch noted that one of the priorities of the Commission on Children and <br />Families is youth development, and he would like to qualify the workforce development <br />priority and address youth there. He said he would also like to focus on increasing the <br />high school graduation rate. <br /> <br /> Ms. Hamilton said that is a good idea. She said she is also interested in the <br />neighborhood stabilization piece and in exploring further mitigation of economic <br />development’s impact on neighborhoods. <br /> <br /> Dr. Brown said he likes the idea of including teen programs in workforce <br />development and also the concept of neighborhood stabilization. <br /> <br /> Mr. Lynch asked if the homeownership/rental items should be a subset of <br />neighborhood stabilization. <br /> <br /> Ms. Hamilton said we also need to decide if the City should absorb the Weed and <br />Seed Program into the general fund. <br /> <br /> Ms. Hamilton said that priority neighborhoods are typically designated for three <br />years and CRHA has only been designated for two years. <br /> <br /> Councilors agreed to continue CRHA as the priority neighborhood and to <br />continue administration at 15%. <br /> <br /> Ms. Hamilton said that using $25,000 of the CDBG social money for Weed and <br />Seed takes a huge chunk of the social budget. She suggested pulling it into the City <br />budget. <br /> <br /> <br />
