<br /> Mr. Norris said he is intrigued by the recommendation to remove the comment
<br />about industrial land as he thinks industrial land is vital to our economy.
<br />
<br /> Mr. Tolbert said the Woolen Mills neighborhood felt that having the statement in
<br />their section was inflammatory. He said the importance of industrial land is included
<br />elsewhere in the document.
<br />
<br /> Dr. Brown said that as the Plan is read more thoroughly he thinks there will be
<br />lots of areas that Council will need to work on. He said the Planning Commission did not
<br />feel the process should be slowed up to deal with the Woolen Mills neighborhood
<br />concerns as they can be addressed later.
<br />
<br /> Ms. Hamilton noted that this Plan has been worked on since 2005, and while we
<br />should work to make amendments, we should move forward. Ms. Hamilton made a
<br />motion to approve the Comprehensive Plan, incorporating the changes recommended by
<br />staff and Mr. Norris.

<br /> Mr. Taliaferro seconded the motion and the resolution approving the
<br />Comprehensive Plan, as amended, was approved by the following vote. Ayes: Dr.
<br />Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None.

<br />WHEREAS
<br />, this Council in 2001 adopted a Comprehensive Plan for the City of
<br />Charlottesville;
<br />
<br />WHEREAS
<br /> , the Code of Virginia requires such plan be reviewed every five
<br />years, and the City Planning Commission (hereinafter “Planning Commission”) with the
<br />assistance of the City’s Department of Neighborhood Development Services, and as
<br />required by Va. Code §15.2-2230, has undertaken a review of the City’s 2001
<br />Comprehensive Plan, and has determined that it would be advisable to amend such plan;
<br />
<br /> WHEREAS
<br />, in preparation of an updated comprehensive plan for the City, the
<br />Planning Commission has made careful and comprehensive surveys and studies of
<br />existing conditions and trends of growth within the City, and of the probable future
<br />requirements of the City’s territory and inhabitants, including surveys and studies such as
<br />those contemplated within Va. Code § 15.2-2224;
<br />
<br />WHEREAS
<br /> , the 2007 Comprehensive Plan has been made with the purpose of
<br />guiding and accomplishing a coordinated, adjusted and harmonious development of the
<br />territory within the City which will, in accordance with present and probable future needs
<br />and resources, best promote the health, safety, morals, order, convenience, prosperity and
<br />general welfare of the city’s inhabitants;

<br />WHEREAS
<br /> , the 2007 Comprehensive Plan is general in nature, in that it
<br />designates the general or approximate location, character, and extent of each feature
<br />shown on the plan, and indicates where existing lands or facilities are proposed to be
<br />extended, widened, removed, relocated, vacated, narrowed, abandoned, or changed in
<br />use, as the case may be, and the plan, with the accompanying maps, plats, charts and
<br />descriptive matter, shows the locality’s long-range recommendation for implementation
<br />as part of the general development of the territory covered by the plan;
<br />
<br /> WHEREAS
<br />, on July 10, 2007, following notice given by the Planning
<br />Commission in accordance with §15.2-2204 of the Virginia Code, the Planning
<br />Commission held a joint public hearing of the Commission and City Council on the 2007
<br />Comprehensive Plan;
<br />
<br />WHEREAS
<br /> , on July 10, 2007 the Planning Commission approved the 2007
<br />Comprehensive Plan, including Appendices One, Two and Three and directed that the
<br />Plan be transmitted to City Council for consideration.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED
<br /> by the Council of the City of
<br />Charlottesville, that the aforesaid 2007 Comprehensive Plan, as recommended by the
<br />
