6 <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br />On motion by Mr. Norris, seconded by Mr. Lynch, the ordinance “AN <br />ORDINANCE AUTHORIZING THE GRANT OF UTILITY EASEMENTS UNDER <br />JEFFERSON PARK AVENUE TO THE RECTOR AND VISITORS OF THE <br />UNIVERSITY OF VIRGINIA” was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC HEARING/RESOLUTION <br />: APPROVING COMPREHENSIVE PLAN <br /> <br /> Ms. Missy Creasy, Senior Planner in Neighborhood Development Services, said <br />that additional changes to the Comprehensive Plan have been recommended since the <br />final Planning Commission public hearing, including removal of a sentence about <br />industrial land in the Woolen Mills section. Ms. Creasy said the Comprehensive Plan is a <br />fluid document. <br /> <br /> Responding to Ms. Hamilton’s question about the request by the Woolen Mills <br />neighborhood that approval of the Plan be delayed until their concerns are addressed, Ms. <br />Creasy said that the Plan can be amended at any time. <br /> <br /> Responding to a question from Dr. Brown, Ms. Creasy said that the <br />Neighborhood Plans and Comprehensive Plans are related but are two separate entities. <br /> <br /> Mr. Norris asked if comparisons were made between the Comprehensive Plan and <br />Strategic Plan to make sure they are in sync. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that much <br />of what is in the Strategic Plan came out of the Comprehensive Plan process and there are <br />no conflicts. <br /> <br /> The public hearing was opened. <br /> <br /> Mr. Bill Emery, 1604 E. Market Street, asked what will be the procedure for <br />amending the Plan. He said that if Council agrees to delay approval for a month the City <br />should write to all neighborhood presidents and ask them what they think about the Plan. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, encouraged the City to take actual projects <br />and relate them to the Comprehensive Plan or Vision. He said there is no clear process as <br />to how major projects will be evaluated as being consistent with the Plan. He said the <br />next step should be a clear linkage between projects and the Comprehensive Plan and <br />Vision. He said that would be a good dialogue to have with the community and staff. <br /> <br /> As there were no further speakers the public hearing was closed. <br /> <br /> Ms. Hamilton asked staff to address the process for amending the Plan and how <br />projects will be related to the Plan. <br /> <br /> Mr. Tolbert said that the Planning Commission and Council will hold a public <br />hearing on amendments. He said the implementation section is the key action section in <br />the Plan. <br /> <br /> Responding to a question from Mr. Lynch, Ms. Creasy said that the final version <br />of the Comprehensive Plan should be completed in a few weeks. <br /> <br /> Mr. Norris thanked the Planning Commission, citizens and staff for their work on <br />the Comprehensive Plan. He said it is a tremendous document, and includes an <br />environmental section for the first time. He also thanked Karen Firehock for her work. <br />He said he agrees with the Southern Environmental Law Center that the language <br />regarding the environmental review process does not go far enough, and he offered <br />replacement wording. Mr. Norris asked about the request by SELC and the Woolen Mills <br />regarding partnering, and Mr. Tolbert said that is not an issue. <br /> <br />
