<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, September 4, 2007 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – September 4, 2007 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Lynch, Council voted (Ayes: Dr. <br />Brown, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. Absent for the vote: Ms. <br />Hamilton) to meet in closed session for discussion and consideration of the disposition by <br />lease of City property located in McIntire park, where discussion in an open meeting <br />would adversely affect the City’s bargaining position or negotiating strategy as <br />authorized by Section 2.2-3711(A)(3) of the Virginia Code. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – September 4, 2007 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Ms. Hamilton announced that Piedmont Housing Alliance will be holding a <br />community forum in October to advise residents about predatory lenders. She said she <br />would like to discuss pedestrian crossings in Other Business. <br /> <br /> Mr. Norris said he would like to note and congratulate Charlottesville Public <br />Schools regarding their success regarding Adequate Yearly Progress. He said he will <br />propose a resolution regarding the Monticello National Guard to Iraq in Other Business. <br />He acknowledged the death of former Council Member Bill Rinehart. <br /> Mr. Taliaferro said he would like to report on his recent trip to Ashville, North <br />Carolina, discuss the request of the Street Car Task Force for funding for staff, and <br />th <br />discuss the 8/West Main Street intersection during Other Business. <br /> <br /> Mr. O’Connell said that Rivanna Water and Sewer Authority Executive Director <br />Tom Frederick will provide an update on drought conditions during Other Business. <br /> <br />PUBLIC <br /> <br /> Dr. Sam Caughron, 523 Lexington Avenue, President-Elect of the Charlottesville- <br />Albemarle Medical Association, asked Council to add a request that the General <br />Assembly give the City authority to adopt a smoke-free ordinance to its legislative <br />agenda. He said the danger of second hand smoke is well documented, and no impact has <br />been shown to the hospitality industry in areas where smoking has been banned. <br /> <br /> <br />
