2 <br /> Mr. Hunter Deeley, 1027 Wertland Street, a University of Virginia student, <br />invited Council and the public to a Mid-Autumn Carnival on September 15 in Madison <br />Bowl. He said the purpose of the carnival is to integrate the Charlottesville and <br />University communities. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, expressed concern with the appropriation <br />of over $3 million on the Council agenda. She said the fact that these are grant funds is <br />not a true indication of the money source since some matching funds are required. She <br />said the City cannot sustain this level of funding. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Mr. Lynch said that the request that Charlottesville become a smoke-free city is a <br />widely shared request, and he thinks we should take the request seriously and should <br />work with Albemarle County on requesting appropriate State legislation. <br /> <br /> Mr. Taliaferro said he would like to note that the complaint by a citizen at the <br />th <br />August 6 Council meeting about the Police Department was unfounded. <br /> <br /> Dr. Brown agreed about the request for legislation for a smoke free ordinance, <br />and said he thinks the Governor intends to continue to push for a State wide ban. Dr. <br />Brown thanked the University students for getting involved in the community. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Ms. Hamilton, seconded by Mr. Norris, the following consent <br />agenda items were approved by the following vote. Ayes: Dr. Brown, Ms. Hamilton, <br />Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br /> Ms. Hamilton commended the Quality Community Council for their rainwater <br />harvesting project proposal associated with their urban farm. She said it has been <br />tremendously successful and she is proud of their efforts. <br /> <br />a. Minutes of August 1 and 6 <br /> <br />nd <br />APPROPRIATION <br />b. : $30,326 – Restorative Justice (OAR) Grant (2 reading) <br /> <br />WHEREAS, <br /> the Virginia Department of Criminal Justice Services has awarded <br />the Byrne Grant in the amount of $30,326 for the Central Virginia Restorative Justice <br />Program housed at OAR/Jefferson Area Community Corrections; and <br /> <br />WHEREAS <br /> , there is a match requirement in the amount of $10,108 which are <br />funds already in the OAR approved budget; and <br /> <br />WHEREAS <br /> , the City of Charlottesville serves as the fiscal agent for this grant <br />program. <br /> <br /> NOW, THEREFORE BE IT RESOLVED <br /> by the Council of the City of <br />Charlottesville, Virginia, that the sum of $30,326, received as a grant from the Virginia <br />Department of Criminal Justice Services, is hereby appropriated in the following manner: <br /> <br />Revenues <br />$30,326 Fund: 209 Internal Order: 1900090 G/L Account: 430110 <br /> <br />Expenditures <br />$30,022.72 Fund: 209 Internal Order: 1900090 G/L Account: 530010 <br />$ 303.28 Fund: 209 Internal Order: 1900090 G/L Account: 540310 <br /> <br />BE IT FURTHER RESOLVED <br />, that this appropriation is conditioned upon the <br />receipt of $30,326 from the Virginia Department of Criminal Justice <br /> <br />nd <br />APPROPRIATION <br />c. : $182,500 – Drug Court Grant (2 reading) <br /> <br />
