She said she is very pleased with the recommendations. <br /> <br /> Dr. Brown asked how many units have been renovated under this program. He <br />said this program also addresses affordable housing issues. <br /> <br /> Mr. Tolbert said he will provide the information. <br /> <br /> Mr. Norris asked if this will also cover improvements to make homes more <br />energy efficient, and Mr. Tolbert said he thinks it does. <br /> <br /> Mr. Norris said this is one more tool to promote energy efficiency. He said one <br />pet peeve he has is the confusion about the various tax relief programs the City has. He <br />said he would like to improve their titles and provide an easy to follow guide for citizens <br />for the various programs. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Taliaferro, the ordinance entitled “AN <br />ORDINANCE AMENDING AND REORDAINING DIVISION 3 (“PARTIAL <br />PROPERTY TAX EXEMPTION FOR CERTAIN REHABILITATED RESIDENTIAL <br />STRUCTURES”) OF ARTICLE V OF CHAPTER 30 (TAXATION) OF THE CODE <br />OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, TO ESTABLISH A <br />NEW SUNSET CLAUSE OF SEPTEMBER 1, 2012; TO ALLOW FOR PARTIAL TAX <br />EXEMPTIONS WHEN REHABILITATION RESULTS IN A 15% INCREASE IN THE <br />PROPERTY’S VALUE; AND TO INCLUDE REHABILITATED DETACHED <br />ACCESSORY APARTMENTS AS A BASIS FOR THE PARTIAL PROPERTY TAX <br />EXEMPTION” was offered and carried over to the following meeting for consideration. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Norris proposed a resolution recognizing the Monticello National Guard <br />which is due to deploy to Iraq. He said the resolution expresses support for our troops <br />and their families and also petitions officials to bring our troops home as soon as <br />possible. <br /> <br /> Mr. Lynch said he is in full agreement with the resolution. <br /> <br /> On motion by Mr. Norris, seconded by Ms. Hamilton, Council approved the <br />resolution recognizing the Monticello National Guard by the following vote. Ayes: Dr. <br />Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. Council <br />also agreed to place the resolution on the next agenda under Awards and Recognitions. <br /> <br />WHEREAS <br />, Company A, 3rd Battalion, 116th Infantry of the Virginia National <br />Guard, based in Charlottesville, has completed preparations for deployment to Iraq; and <br /> <br />WHEREAS <br />, the citizens of Charlottesville are proud of the Monticello Guard’s <br />long and commendable record of service to our Commonwealth and our country; and <br /> <br />WHEREAS <br />, the Monticello Guard includes more than 100 soldiers from the <br />Charlottesville area, with loved ones who are understandably concerned for their safety; <br />and <br /> <br /> <br />
