8 <br />the new proffers address the Planning Commission’s concern then he would like to hear it <br />from them. He said there are no proffers for traffic improvements if they are needed. He <br />recommended that Council refer the matter back to the Planning Commission. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, said there are major parking problems in <br />North Downtown, and she said she hopes that adequate parking is provided for the <br />residents of the condos and customers of the retail space so that North Downtown is not <br />further impacted. <br /> <br /> As there were no further speakers the public hearing was closed. <br /> <br />Responding to a question from Mr. Taliaferro, Mr. Tolbert said that <br />approximately 180 parking spaces will be provided. He said these details will be <br />provided in the site plan process. He said the proposal is that the parking accommodate <br />the condominiums and mixed use space. <br /> <br />Mr. Norris commended the Planning Commission for its discussion and for <br />sticking up for infrastructure needs. He also commended the applicant for his <br />responsiveness to the Planning Commission’s concerns. He said it is now a better project <br />than it was. Mr. Norris said that the appropriate amount of affordable housing is based <br />on arbitrary calculations, and he thinks the current proffers goes in a good direction. He <br />said the City needs to make pedestrian improvements anyway, and it speaks well of the <br />applicant that he is willing to include those in the traffic study. He said he supports the <br />rezoning. <br /> <br />Mr. Lynch said the affordable housing contribution is broadly what Council has <br />asked for, and said that this may not be the best place to provide the affordable housing <br />units. He said he supports the rezoning. <br /> <br />Mr. Taliaferro said he supports the rezoning. He said this puts density where we <br />want it, and it will provide an economic benefit to the City and will put more people on <br />the downtown mall. <br /> <br />Dr. Brown agreed with Mr. Norris about the affordable housing proffer. He said <br />he would like to assure that attention is paid to the historic building nearby. He said that <br />as West Main Street is developed the City will need to look for parking partners. He <br />agreed that the density is where we want it and he thinks it is a good project. <br /> <br />On motion by Mr. Taliaferro, seconded by Mr. Norris, the ordinance entitled “AN <br />ORDINANCE AMENDING AND REENACTING THE ZONING DISTRICT MAP <br />INCORPORATED IN SECTION 34-1 OF THE ZONING ORDINANCE <br />OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, BY <br />THE RE-ZONING OF PROPERTY LOCATED AT 301 & 315 WEST MAIN STREET, <br />and PARCEL OF LAND ON 4TH STREET, NW, FROM “WEST MAIN NORTH <br />CORRIDOR” ZONING DISTRICT TO “DOWNTOWN CORRIDOR” ZONING <br />DISTRICT” was offered and carried over to the next meeting for consideration. <br /> <br />REPORT <br />: RELEASING HOUSING ADMINISTRATION FUNDS TO AHIP <br /> <br /> Ms. Amy Kilroy, Planner in Neighborhood Development Services, said that <br />Council has discussed the housing rehabilitation administration funds. She said AHIP <br />has determined that it cannot perform the rehabilitation work without receiving the <br />requested administration funding. Ms. Kilroy said that staff now recommend that the <br />funds be released to AHIP. <br /> <br /> Ms. Hamilton made a motion to release the funds to AHIP, with apologies for the <br />long delay in getting the matter resolved. <br /> <br /> Mr. Lynch seconded the motion, but said we need to continue to look at the <br />amount of money for administration and try to find ways to make it more streamlined. <br /> <br /> <br />
