9 <br /> Ms. Hamilton said that AHIP does more than just rehabilitating houses and <br />provides counseling to its clients as well. She said the City does not have staff to provide <br />that level of counseling. <br /> <br /> Ms. Kilroy said staff is looking at ways to eliminate red tape in order to stretch <br />the administration money. <br /> <br /> The housing administration funds were released to AHIP by the following vote. <br />Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />RESOLUTION <br />: AUTHORIZING LOAN OF $850,000 FOR PURCHASE OF <br />DOGWOOD HOUSING PROPERTIES <br /> <br />th <br /> Mr. Tolbert said that on August 6 Council agreed to provide the loan for the <br />purchase of the Dogwood Housing properties, but asked that details be brought back <br />before final approval. Mr. Tolbert said the proposal is to provide the loan to Piedmont <br />Housing Alliance who will, in turn, provide the funds to Dogwood Housing. <br /> <br /> Mr. Lynch moved the proposed resolution, and Ms. Hamilton seconded the <br />motion. <br /> <br /> Ms. Hamilton said that it is true that Council is making a no-interest loan to a <br />developer, but 57 families would have been thrown out of their homes otherwise and the <br />cost of that would be much higher than making the loan. <br /> <br /> Mr. Lynch noted that the City, through this proposal, will be providing affordable <br />housing, albeit for a short term. He noted that the amount is $15,000 per unit. <br /> <br /> Dr. Brown said that an important factor is that until Keith Woodard stepped <br />forward, the City was going to lose these affordable housing units. He said he believes <br />Mr. Woodard’s intention is to keep the units affordable beyond the term of the loan. <br /> <br /> The Resolution Authorizing a Loan of $850,000 to Piedmont Housing Alliance <br />for Dogwood Housing was approved by the following vote. Ayes: Dr. Brown, Ms. <br />Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />WHEREAS <br />, Dogwood Housing Limited Partnership (“Dogwood Housing”) <br />currently owns a significant number of rental dwelling units in the City, which have been <br />made available to low and moderate income families; and, <br /> <br />WHEREAS <br /> , Dogwood Housing has made known its intention to sell its rental <br />properties, and has secured a contract of purchase for the properties; and, <br /> <br />WHEREAS <br /> , the prospective purchaser of the Dogwood Housing properties has <br />expressed his interest in continuing to offer the properties for rent to low and moderate <br />income families, but requires additional funding to ensure the continued affordability of <br />those properties; and, <br /> <br />WHEREAS <br /> , the City of Charlottesville’s goals for affordable housing within the <br />City include not only owner-occupied residences, but also affordable rental units, and the <br />preservation of existing rental housing in safe and sanitary condition for occupancy by <br />low and moderate income families is a recognized public purpose for which public funds <br />may be expended; and, <br /> <br />WHEREAS <br /> , Piedmont Housing Alliance (“PHA”), a nonprofit section 501 (c) <br />(3) charitable organization dedicated to providing affordable housing opportunities within <br />the City, has expressed a willingness to assist the purchaser of the Dogwood Housing <br />properties in his goal of continuing the properties as affordable rental units; and, <br /> <br />WHEREAS <br /> , the City has sufficient funds dedicated to affordable housing <br />initiatives to provide a loan of $850,000 to PHA to assist the purchaser in the acquisition <br />of the properties, subject to the terms and conditions set forth herein. <br /> <br />
