12 <br /> Chief Longo said we could not dictate policy for private systems. He noted that <br />businesses see this as a public not a private responsibility, and he said he tends to agree <br />with that. <br /> <br /> Mr. O’Connell said staff can take Council’s comments into consideration, read <br />the information from the Rutherford Institute, rewrite the policy and send it to Council to <br />see if they are satisfied. <br /> <br /> Ms. Hamilton said she would like more information on autonomous versus <br />centralized camera system. She said she thinks it was a sound decision to talk about <br />policy first. <br /> <br /> Dr. Brown said he thinks the proposed policy is pretty strong, but more <br />information is needed on the technical issues. <br /> <br />REPORT <br />: STATE OF THE TRAILS <br /> <br /> Mr. Chris Gensic, Parks and Trails Planner, explained that it is his job to <br />implement the Bike and Pedestrian Plan adopted by Council. Mr. Gensic said that the <br />City has partnered with the Rivanna Trails Foundation to construct trails in McIntire Park <br />and at Buford School, much of which was built with volunteer support. Mr. Gensic listed <br />the current project: 250 Bypass Bicycle Trail; Coal Tower/Water Street Extended; <br />Beltway Trail; Pen-Darden Park Bridge; System wide signage and mapping; and Safe <br />Routes to School. Future projects include: Emmet Street path, U. Va. to Barracks Road; <br />connecting park gates to trailheads with safe and continuous walkways; improving trail <br />crossings of streets; setting regular maintenance plan; and Urban Forestry, Park Master <br />Plans. <br /> <br /> Mr. O’Connell said that Rivanna Water and Sewer Authority is looking at major <br />line replacement which would provide an opportunity to build trails, and suggested that it <br />would be good for Council to express their support of that to Rivanna. <br /> <br /> Responding to a question from Ms. Hamilton, Mr. Gensic said that print material <br />will be available for the public soon and he has made several presentations to community <br />groups. <br /> <br /> Ms. Hamilton said that the trail signage has been greatly improved. <br /> <br /> Mr. Lynch said that ACCT has a map that shows trails. He said it is good to see <br />progress with the trails. He said we should be strategic in where we get replacement park <br />land for Ragged Mountain, especially along Moore’s Creek. He said he would also like <br />to see more pedestrian crossings across railroad tracks, especially at the Coal Tower or <br />Douglas Avenue, and Fifeville. <br /> <br /> Mr. Norris agreed that a pedestrian crossing of the tracks at Douglas Avenue <br />would be tremendous <br /> <br />RESOLUTION <br />: APPROVING RFP FOR LEASE OF LAND AT MCINTIRE PARK <br /> <br /> Mr. O’Connell said that Council has held a series of community meetings about <br />the YMCA’s proposal to lease land in McIntire Park, and Council is now being asked to <br />decide if they want to move forward with an RFP for lease of the Park. <br /> <br /> Mr. Mike Svetz, Director of Parks and Recreation, said that in the process <br />discussing the future of the City’s recreational facilities the YMCA made a proposal to <br />lease City land for a new YMCA facility. Mr. Svetz said that if Council approves the <br />th <br />RFP then a comprehensive report will be made at the October 15 meeting. Mr. Svetz <br />said that at that time the first step will be to consider a proposed lease and lease <br />agreement, and the second step will be to determine if Council wants to accept the <br />proposals for the lease for the west side of McIntire Park. <br /> <br /> <br />
