13 <br /> Mr. Brown said that Council can legally lease property for up to five years, but <br />whenever the lease is for over five years, Council must advertise and receive proposals. <br /> <br /> Mr. Norris asked that Mr. Svetz clarify for the public if any commitments are <br />being made tonight regarding Smith or Crow Pools, and Mr. Svetz said absolutely not. <br /> <br /> Mr. Taliaferro said he has a problem with the process and feels there are <br />unanswered questions in the use agreement. He said he would like to see more detail, <br />and until then he will not support the proposal. <br /> <br /> Dr. Brown noted that the proposal will provide a more specific use agreement. <br /> <br /> Mr. Brown said that the terms of the use agreement will be subject to negotiation. <br /> <br /> Mr. Lynch agreed with Mr. Taliaferro. He said we have seen progress, but he <br />would like to see more definition, especially in the use agreement, such as giving the <br />Charlottesville High School swim team priority for practice time. He said he would like <br />to lay out Council’s expectations and get them on the record. <br /> <br /> Mr. Norris said it is premature to negotiate an agreement until we know who we <br />are dealing with. <br /> <br /> Mr. O’Connell said that whoever responds to the RFP will come forward with <br />specifics and a public hearing will be held. <br /> <br /> Dr. Brown said that the YMCA knows what Council is asking for. <br /> <br /> Mr. Taliaferro said he has not seen a response to what Council wants. <br /> <br /> Mr. Lynch said we should make clear what we want. <br /> <br /> Ms. Hamilton said the lease agreement is what she expected to see. She said it <br />was specified that there is a difference between the lease agreement and the use <br />agreement. Ms. Hamilton said that even though she feels the lease is responsive and she <br />is pleased with it, she does not like the idea as we are suddenly talking about developing <br />the Park. She said there is a segment of the community that is strongly against the idea. <br />She said she would like to know what would the cost be of floating bonds and doing it <br />ourselves. She said she fears we may regret allowing the YMCA to use the Park. She <br />said maybe it is a facility that should be in the County. <br /> <br /> Mr. Lynch said he agrees that the proposal is moving in the right direction, but he <br />does not think we are there yet. He said it is not clear that we have communicated the <br />benefits to the public. He said this is closer to a proposal that he can support. He <br />acknowledged that the City’s facilities are aging and expensive. He said he thinks Smith <br />and Crow need to be replaced. He said we can say the lap lanes will be addressed. He <br />said he thought Council had ruled out putting the building in the picnic shelter area. He <br />said he has questions about whether the YMCA will be affordable, and we should try to <br />get to that with the use agreement. <br /> <br /> Ms. Hamilton said the YMCA’s affordability cannot match the City’s. She said <br />the cost to City residents will rise unless we do something yet to be specified. <br /> <br /> Mr. Lynch said he has concerns putting the RFP forward as it does not capture the <br />level of specificity desired by Council. <br /> <br /> Dr. Brown asked Mr. Lynch to outline his expectations. <br /> <br /> Mr. Lynch said he would want to ensure CHS swim team practice time, that the <br />facility located on the site of the fields, not the picnic shelter, and would want to ensure <br />that the cost of membership for City residents be no more than “x.” <br /> <br /> <br />
