14 <br /> Dr. Brown said he thinks it is premature to say what the cost of membership <br />would be, but instead would like a specific idea of what financial aid would be offered. <br /> <br /> Mr. Lynch said he agrees with Dr. Brown. <br /> <br /> Mr. Norris suggested taking the draft use agreement and adding it to the document <br />and tasking the applicant with responding to the issues raised. <br /> <br /> Mr. Brown said the idea is for the proposer to fill in the use agreement. <br /> <br /> Dr. Brown said that Council can flesh out the lease at the next meeting, and after <br />that do the use agreement. <br /> <br /> Mr. Lynch said he is comfortable doing the RFP, but said we ought to be clear to <br />the public what the City is getting out of this. He said he sees it is a strong partnership <br />piece to the City’s amenities. <br /> <br /> Mr. Taliaferro said he would like to see more details. <br /> <br /> Ms. Hamilton said she does not see any reason to wait on the RFP if we are clear <br />on what our expectations are. <br /> <br /> Mr. Lynch made a motion to advertise for the RFP, striking that the picnic shelter <br />is an option for the building, and making it clear we want to see a draft use agreement <br />with the proposal. <br /> <br /> Mr. Norris seconded the motion and it was approved by the following vote. Ayes: <br />Dr. Brown, Mr. Lynch, Mr. Norris. Noes: Mr. Taliaferro. Abstaining: Ms. Hamilton. <br /> <br /> Mr. Norris said there is no way the YMCA can offer services at the same price as <br />the City. <br /> <br /> Mr. Svetz said he cannot say whether that is true, but he has been told by the <br />YMCA that no City resident will be turned away. <br /> <br /> Mr. Lynch said it is fair to say that is part of our expectation. He said he is <br />looking for an augmentation of City facilities. <br /> <br />ORDINANCE <br />: GRANTING AIR RIGHTS AND EASEMENTS FOR SUPPORT <br />nd <br />COLUMNS TO U. VA. FOR SOUTH LAWN PROJECT (2 reading) <br /> <br /> Mr. Brown said that a public hearing and first reading on the ordinance was held <br />at the previous meeting. He noted that a four-fifths vote of Council is required for <br />approval. He said a question was raised at the previous meeting about the University’s <br />commitment to the Southern connector. <br /> <br /> Mr. Lynch said he does not think this question has been adequately addressed. <br /> <br /> Mr. Fred Missell, Director of Design and Development at U. Va., read a letter <br />from Tim Rose of the U. Va. Real Estate Foundation, confirming that the University will <br />amend its site plan to Albemarle County to include the southern connector. <br /> <br />The ordinance entitled “AN ORDINANCE AUTHORIZING THE <br />CONVEYANCE OF AIR RIGHTS OVER JEFFERSON PARK AVENUE AND THE <br />GRANTING OF AN EASEMENT OVER A PORTION OF THE JEFFERSON PARK <br />AVENUE RIGHT OF WAY TO THE UNIVERSITY OF VIRGINIA FOR AN <br />th <br />ELEVATED PEDESTRIAN WALKWAY,” which was offered at the September 4 <br />meeting, was approved by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. <br />Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />RESOLUTION <br />: AUTHORIZING ALBEMARLE COUNTY REVENUE BOND <br />INCREASE FOR JEFFERSON SCHOLARS <br /> <br />
