He asked that Council provide guidance on the policy. <br /> <br /> Ms. Kristel Riddervold, Environmental Administrator, said this report is seen as <br />the beginning of a community dialogue. She said if Council provides direction then staff <br />can have something in place by the summer or fall of 2008. Ms. Riddervold said that <br />strategies are need to address the following challenges: environmental <br />protection/improvement goals (including water quality); historic and increasing drainage <br />and infrastructure problems (public safety and property protection); and increasing <br />regulatory requirements at both the state and federal level. Ms. Riddervold listed <br />anticipated benefits of the proposed program: regulatory compliance; flooding and <br />property damage reduction; proactive infrastructure repair, operations and maintenance; <br />decreased road cave-ins; reduction of long-term capital costs; relief of pressure on the <br />General Fund; improved customer service; stream corridor protection; water quality <br />improvement; community education; resource (water conservation); improved aesthetics; <br />enhanced enforcement of local regulations; and environmental stewardship. Ms. <br />Riddervold recommended that a fee-based system be established based on a property’s <br />contribution to the problem. Ms. Riddervold said that four options have been proposed, <br />from maintaining the current level of programming, to a more comprehensive complete <br />package, which is the one recommended. Ms. Riddervold asked that Council determine <br />the scope and level of service to pursue and confirm the proposal to fund a <br /> <br />
