NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, October 1, 2007 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – October 1, 2007 Council met in special session on this date with the following members present: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. On motion by Mr. Taliaferro, seconded by Mr. Lynch, Council voted (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in closed session for discussion or consideration of the disposition of City real property located on Ridge Street at and near its intersection with Cherry Avenue, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City, as authorized by Section 2.3-3711(A) of the Virginia Code; and for the discussion and consideration of prospective candidates for appointment by Council to boards and commissions, as authorized by Section 2.2-3711(A)(1) of the Virginia Code. On motion by Mr. Taliaferro, seconded by Mr. Lynch, Council certified by the following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – October 1, 2007 Council met in regular session on this date with the following members present: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. ANNOUNCEMENTS : CHARLOTTESVILLE TRANSIT SYSTEM FREE RIDE PROGRAM Mr. Norris announced that all City buses will be fare free during the month of October with the exception of the shuttle buses to the U. Va. football games. th Mr. Norris said that he will bring up the issue of the Whale Tail art and 8 and West Main Street intersection during other business. Mr. Lynch announced that there will be a meeting about the City’s pools on Wednesday. He said he will bring up purchase of wind power from Highland County during other business. Mr. O’Connell introduced Mr. Peter Agh, visiting City Manager from Novi Zamsky, Slovakia. PUBLIC Mr. Paul Grady, 4398 Rockfish Gap Turnpike, Crozet, said that he thinks the 29H250 study is flawed. He said the study should be reopened and option C should be further developed. Mr. Downing Smith, 810 Locust Avenue, said he found the agenda to be confusing regarding the wording of the McIntire Road Extended item.
