14 <br /> <br /> Mr. Lynch said that if previous purchases have been $5,000 to $7,000 he would <br />prefer to stay in that range. <br /> <br /> Mr. Norris said he thinks there are unique conditions with this sculpture, with the <br />artist being local and a great deal of neighborhood participation. <br /> <br /> Dr. Brown said he likes Mr. Norris’ suggestion. <br /> <br /> Ms. Hamilton said she would like to have a task force and a process, and does not <br />think it should come down to her likes and dislikes. <br /> <br /> Mr. Taliaferro said he would support Mr. Norris’ proposal. <br /> <br /> Dr. Brown said the five year lease should be made contingent on the sculpture <br />staying in an acceptable form. On a parallel track, he suggested that Council hold an arts <br />work session to set a policy in place, but move forward on Mr. Norris’ suggestion. <br /> <br />th <br /> Mr. Norris asked for an update on the 8 and W. Main Street intersection. <br /> <br /> Mr. Tolbert said that business people on W. Main are opposed to removing the <br />parking. He said the City’s Traffic Engineer is drawing up a plan that would extend the <br />stop bar out and would leave one space for loading. He said he believes the intersection <br />is safe and the proposal is a good compromise. <br /> <br /> Mr. Tolbert said that the sidewalk on the Dairy Road bridge over 250 Bypass has <br />been closed because an inspection found hazardous conditions. <br /> <br /> Mr. O’Connell asked Council for feedback on the City’s legislative package will <br />th <br />be discussed at the October 15 meeting. He announced the following meetings: CIP <br />thnd <br />budget forum on October 20, work session on stormwater on October 2, public <br />meeting regarding Smith and Crow pools on October 3, and a meeting on the downtown <br />th <br />mall improvements on October 16. He said a representative of Comcast will be invited <br />to a future Council meeting. <br /> <br /> Mr. Lynch said that a wind company is starting in Highland County and is <br />interested in finding purchasers for power. He said he hopes Council remains interested <br />in doing this. He asked that staff also follow up on the municipal aggregation plan <br />previously proposed to see if it makes sense to revisit it. <br /> <br /> Dr. Brown suggested that as a first stop staff send information previously <br />gathered to Council, and then Council can decide if it wants to pursue it. <br /> <br /> Mr. O’Connell said staff can get an update on where it stands and how it relates to <br />wind power. <br /> <br /> The meeting was adjourned. <br /> <br />_____________________________ __________________________ <br />President Clerk <br /> <br />
