11 <br /> Mr. Norris requested that the resolution requesting legislation to deal with <br />payday/predatory lending be placed on the next Council agenda. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, Council approved the <br />City’s Legislative Program, as amended by Councilors above, by the following vote. <br />Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />REPORT <br />: SIX YEAR VDOT ROAD PLAN – CITY ANNUAL PRIORITY <br />STATEMENT <br /> <br /> Mr. Tolbert said that each year Council is asked by VDOT for their six year road <br />plan priorities. He said the priorities are the same as previously submitted, with the <br />addition of a request to make up the shortfall for the McIntire Road Interchange project <br />and restoration and increase of urban road allocation to $240,000. <br /> <br /> Mr. Norris said that some citizens want to know why Sunset/Fontaine is last and <br />he suggested that it be moved higher. He suggested separating the Meadowcreek <br />Parkway and interchange and putting transit ahead of the Parkway. <br /> <br /> Mr. Lynch said that Milmont could probably be dropped. He suggested putting <br />Hillsdale Drive and the Eastern Connector ahead of the Meadowcreek Parkway. He said <br />he is okay with putting Sunset/Fontaine ahead of the Southern Connector. <br /> <br /> Ms. Hamilton questioned why the Bypass is still on the list. <br /> <br /> Dr. Brown suggested changing the language to say Council supports the following <br />projects as high priority without ranking, and listing the following alphabetically: <br />Belmont Bridge, Meadowcreek Parkway, Interchange, strike the County position, <br />Hillsdale Drive, Eastern Connector, transit, Sunset/Fontaine. On the secondary list, he <br />suggested the elimination of Milmont and Western Bypass. <br /> <br /> Mr. Lynch suggested bumping the bike and pedestrian improvements to the high <br />priority list, and Councilors agreed. <br /> <br /> On motion by Ms. Hamilton, seconded by Mr. Taliaferro, the Six Year <br />Improvement Program, as amended by Councilors above, was approved by the following <br />vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: <br />None. <br /> <br />PUBLIC <br /> <br />th <br /> Mr. John Haden, Westwood Road, expressed concern about violence in the 10 <br />and Page neighborhood, and said he does not see police presence there. He asked what <br />Council can do to see it made a safer area. <br /> <br /> Mr. Downing Smith, 810 Locust Avenue, asked if the public can combine their <br />time with other speakers in order to have more time to talk, and Dr. Brown said no. <br /> <br /> Mr. Smith said he agrees with Mr. Norris’ comments in the Daily Progress about <br />the unlikelihood of the Eastern Connector. <br /> <br /> Mr. Guy Lopez, Schuyler, said he has a hard time finding references to American <br />Indians in any festivals. He said he has not heard any conversation in the City about <br />contributions of American Indians, and there are no programs at U. Va. He said there are <br />two statutes in the City, one showing a demeaning depiction of Sacajawea, and another <br />showing Lewis and Clark shooting Indians. He said the public should not be burdened <br />with correcting the statues. He said it is the City’s obligation to be the best it can be. He <br />appealed to Council to work with American Indians to make Charlottesville a better <br />place. <br /> <br />APPOINTMENTS <br />: BOARDS AND COMMISSIONS <br /> <br /> <br />
