6 <br /> <br /> Mr. Norris asked if Mr. Svetz is confident that the proposed facility would at least <br />accommodate the needs of the 28% who are City residents, and Mr. Svetz said yes and <br />more. <br /> <br /> Mr. Norris said that one motivation is to attract more City residents. Mr. Norris <br />said that one option that has been raised was combining the Boys and Girls Club and the <br />City’s aquatic center into one facility, but he sees that was not done. <br /> <br /> Mr. Scribner said they wanted the activities of the two buildings to be visible to <br />the outside, and the Boys and Girls Club wanted to maintain its identity. <br /> <br /> Ms. Hamilton expressed concern that if we build such a facility people will come <br />from far and wide, and she expressed concern about competition for City residents. <br /> <br /> Mr. Svetz said that separate registration could be created for City residents to give <br />them greater opportunity, or it could be addressed with differential fees, or City resident <br />only days/months/facility. <br /> <br /> Ms. Hamilton said she is also concerned about the needs of elderly and lap <br />swimmers. <br /> <br /> Mr. Svetz said there is plenty of opportunity to add a couple more lap lanes if <br />Council wants. <br /> <br /> Mr. Taliaferro, referring to cost recovery, asked if it would be feasible to set a <br />goal and see what it takes to get to 30% or 40% for residents and non-residents. He <br />asked if there are national benchmarks for cost recovery. <br /> <br /> Mr. Svetz said cost recovery is generally 50%. He said $150,000 to $175,000 will <br />also be saved annually in utility costs. <br /> <br /> Responding to a question from Dr. Brown, Mr. Svetz said that construction costs <br />are estimated to be $10.5 million, with a $6 million contingency, but he noted that the <br />facility has not been designed. He said demolition of Smith pool is estimated to cost an <br />additional $300,000 to $500,000. <br /> <br /> Dr. Brown noted that Council had indicated they wanted to see at least six lap <br />lanes. <br /> <br /> Dr. Brown asked if there are any items in the model that are particularly <br />expensive, and Mr. Scribner said that the glazing could be reduced. He said they are <br />trying to make the most of a challenging site, and soil borings would need to be done by <br />the architect. <br /> <br /> Ms. Hamilton asked if opportunities have been explored for capturing water, and <br />Mr. Svetz said they are not to that point yet. <br /> <br /> Mr. Norris said it could be conceivable for non-residents to lobby Albemarle <br />County and perhaps Crow pool could be leased or given to Albemarle County. <br /> <br /> Mr. Svetz said he will entertain any option Council wants. <br /> <br /> Ms. Hamilton asked about the vision for child care and recreation areas, and Mr. <br />Svetz said they would like to work closely with ACAC and the YMCA to develop <br />programs aimed at youth and seniors. <br /> <br /> Mr. Lynch said he thinks the proposed cost is beyond what the City can afford. <br />He said repairing the pools we have is starting to look a lot more effective. He said it <br />seems we ought to be able to combine the two facilities without this expense. He <br />suggested considering using the space on the south side of the Buford gym which is not <br />used for much. He said he would like to get a sense of how long the gym will last.
