9 <br /> <br /> <br /> <br />ORDINANCE <br />: CHANGES TO HOURS OF CERTAIN PARKS <br /> <br /> Mr. Svetz explained that Council had expressed concern about closing Lee and <br />Jackson Parks at 9:00 p.m.. He said the proposal is to close both parks from 11:00 p.m. <br />to 6:00 a.m. and to add closing times for other neighborhood parks not previously <br />included in the ordinance. <br /> <br /> Mr. Lynch made a motion to amend the ordinance as proposed by Mr. Svetz, Mr. <br />Norris seconded the motion, and the ordinance was amended by the following vote. <br />Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br /> The ordinance entitled “AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 18-1 OF CHAPTER 18 (PARKS AND RECREATION) RELATING TO <br />THE TIME, PLACE OR MANNER OF PARK USE,” as amended, which was offered at <br />the September 17 meeting, was approved by the following vote. Ayes: Dr. Brown, Ms. <br />Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />PUBLIC HEARING/RESOLUTION <br />: AUTHORIZING GRANT APPLICATION <br />FOR TRANSPORTATION ENHANCEMENT FUNDS <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that staff <br />recommend that the City apply for grant funds for a bicycle and pedestrian commuter <br />trail and bridge near the proposed McIntire Road interchange. <br /> <br /> Mr. Lynch said he thinks that is a good idea, but he thinks it could go further east. <br /> <br /> Mr. Tolbert said that the exact location will be dealt with during design, and it is <br />recommended that the location be flexible at this time. <br /> <br /> The public hearing was opened. <br /> <br /> Mr. Stephen Bach, 1208 Meriwether Street, said he is a bicycle commuter, <br />member of ACCT and CHART, and has an intense interest in improving the trails, and he <br />hopes Council will go forward with the application. <br /> <br /> As there were no further speakers the public hearing was closed. <br /> <br /> On motion by Mr. Norris, seconded by Ms. Hamilton, the Resolution Authorizing <br />Grant Application for Transportation Enhance Funds was approved by the following <br />vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: <br />None. <br /> <br /> WHEREAS <br />, grant funds are available from the Virginia Department of <br />Transportation for Transportation Enhancement Grants; and <br /> <br />WHEREAS <br /> , staff recommends that the City apply for such grant funds to help <br />fund the costs of a bicycle and pedestrian commuter trail and bridge near the proposed <br />McIntire Road Interchange (McIntire Park Trail); and <br /> <br />WHEREAS <br /> , the required financial match from the City (20%) is available in <br />already appropriate funds in the Capital Improvements Fund; and <br /> <br /> WHEREAS <br />, a public hearing before City Council was held on October 15, 2007 <br />on the proposed grant application; now, there <br /> <br />BE IT RESOLVED <br /> that the City Manager is hereby authorized to submit an <br />application for Transportation Enhancement Funds to construct the above-described <br />McIntire Park Trail. <br /> <br /> <br />
