<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, November 5, 2007 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – November 5, 2007 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Norris, Council voted (Ayes: Dr. <br />Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in <br />closed session for discussion or consideration of the disposition of City-owned real <br />property locate don Shamrock Road, where discussion in an open meeting would <br />adversely affect the bargaining position or negotiating strategy of the City, as authorized <br />by Section 2.2-3711(A)(3) of the Virginia Code; and for consultation with legal counsel <br />regarding the negotiation of the terms and conditions of a proposed solid waste cost <br />sharing agreement with Albemarle County and the Rivanna Solid Waste Authority, as <br />authorized by Section 2.2-3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL C HAMBER – November 5, 2007 <br /> <br />ANNOUNCEMENTS <br /> <br />th <br /> Mr. Lynch reminded people to vote in the November 6 election. <br /> <br />AWARDS/RECOGNITIONS <br /> <br /> <br />Dr. Brown read the proclamation recognizing the work of the Ebony Social Club <br />and Police Officer Bobby Green, a founding member of the Club. <br /> <br /> <br />PUBLIC <br /> <br /> <br />Mr. James Potter, 608 Wilder Drive, Chair of the Ad Hoc Sister City Committee, <br />said he is sorry about the excitement over the upcoming trip to our sister city Poggio a <br />Caiano, Italy by City and School officials. He said he is happy the City is celebrating the <br />relationship and exploring economic and student exchanges. He said the Sister City <br />Committee is looking at how we can improve existing relationships with sister cities and <br />develop new ones. He said that the people taking the trip are the appropriate ones to <br />represent the City and explore a student exchange. <br /> <br /> Mr. Dan Rosensweig, 740 Lexington Avenue, expressed his disappointment at the <br />disagreement about the upcoming trip to Poggio a Caiano. He said he has taken ten trips <br />to Poggio with SOCA participants and there is a very special relationship between the <br />two communities. He said he has always wished that more children could travel to <br />Poggio and he thinks the small amount budgeted for this trip will help create that <br />opportunity. <br /> <br />
