2 <br /> <br /> Mr. Raymond Klein, Executive Director of LUV, Inc., said that the average <br />borrower of payday loans has eight such loans and some never pay them off. He <br />encouraged Council to approve the resolution requesting that the General Assembly and <br />Governor take steps to curtail these loans. <br /> <br /> Ms. Janet Pappas, 1618 Bruce Avenue, asked that Council consider the <br />th <br />compromise proposed by the City’s Traffic Engineer for the West Main Street and 8 <br />Street intersection. She said she understands that this issue was brought to Council as a <br />safety issue, but she noted that there have been no accidents at that intersection other than <br />one rear ending. <br /> <br /> Ms. Lizete Short, 405 E. Garrett Street, thanked Council for considering the <br />payday loan resolution. She said the Virginia Organizing Project (VOP) is working to <br />get other localities to support similar resolutions. <br /> <br /> Ms. Shelley Murphy, 127 Turtle Creek Road, encouraged Council to support the <br />payday loan resolution. <br /> <br /> Ms. Aisha Quarles, 1106 E. High Street, asked Council to pass the payday loan <br />resolution. <br /> <br /> Ms. Leah Puryear, 2415 Kerry Lane, Executive Director of Upward Bound, <br />thanked Council for proclaiming TRIO appreciation day. <br /> <br /> Ms. Virginia Amiss, 628 Watson Avenue, said that we have unanticipated major <br />expenses regarding the City’s infrastructure, and we need to preserve funds. She asked <br />why we are sending a Councilor to Italy when her term is expiring. She asked how the <br />City will benefit from the trip. She said we have more crucial needs to pay for. <br /> <br /> Mr. Rich Collins, 108 Wilson Court, said that the Blue Ridge Outdoor Magazine <br />designated Charlottesville as having the best urban greenway. He said one of the best <br />portions of the trail will be cut in half due to the Meadowcreek Parkway. He said the <br />Parkway is not a done deal and people should think about that when they vote in <br />tomorrow’s election. He expressed concern that the public was not allowed to address <br />other members of the public during the recent public hearing regarding the interchange. <br /> <br /> Mr. Downing Smith, 810 Locust Avenue, said that Tim Longo is a good police <br />chief and Charlottesville has a good police force, but he expressed concern about the <br />article in The Hook concerning inappropriate behavior by a police officer. He said the <br />officer either needs to be cleared or disciplined, and if disciplined, it needs to be made <br />public. He said that a citizen review board might help. <br /> <br /> Ms. Carla Manno, 324 7 ½ Street, S.W., said many people have a fear of public <br />speaking. She said she has had to come to Council to get issues resolved. She said <br />Fifeville had been promised a comprehensive traffic plan. She said there is no formalized <br />process for citizens and neighborhood associations. She said there is a lack of <br />responsiveness and transparency. She encouraged people to vote. <br /> <br /> Ms. Vickie Gresksi, 817 W. Main Street, owner of La Toile Restaurant, said she <br />th <br />hopes Council will consider the compromise for a loading zone at the W. Main and 8 <br />Street intersection. She said her property has no rear access. <br /> <br /> A business owner on W. Main Street spoke in favor of the compromise solution <br />th <br />for the loading zone for the W. Main and 8 Street intersection. <br /> <br /> Ms. Naomi Roberts, 1140 St. Clair Avenue, said it would not be fair to have some <br />but not all people pay for Rescue Squad services. She said the City should provide <br />funding to the Rescue Squad and she is against the City taking over the service. <br /> <br /> Ms. Dede Smith, 2642 Jefferson Park Circle, asked at what point did it become <br />acceptable to give away park land. She expressed concern about giving the YMCA land <br /> <br />
