16 <br /> Dr. Brown said that his recent trip to Poggio a Caiano, Italy was in celebration of <br />th <br />our 30 anniversary as sister cities. He said that while there he met with local dignitaries <br />and the U.S. Consul in Florence. He said discussions took place about recreating an <br />exhibit in Charlottesville with items that Philipo Mazzei brought to Charlottesville and <br />Thomas Jefferson. He said that much time was also spent with the schools and <br />discussing a student exchange. He said he and the School Superintendent and School <br />Board Chair will have a press event next week to further discuss the trip. <br /> <br /> Responding to a question from Mr. Lynch about the lease that is being worked on <br />with Southern Railroad, Mr. Brown said that he responded to the information Mr. Lynch <br />requested earlier in the day. <br /> <br /> Mr. O’Connell asked for Council guidance about the sewer line problem that Ms. <br />Leitch is having. He said this is a private line. He said he feels that Ms. Leitch may have <br />left the meeting with the hope that the City will do something, but he said staff’s position <br />that the City is not responsible has not changed. <br /> <br /> Dr. Brown asked if the issue is that it would set a precedent or that other citizens <br />who pay for similar repairs would not be happy, and Mr. O’Connell said both. <br /> <br /> Mr. Lynch said he does not think the City should be paying for plumbing repairs <br />for private sewer lines. He said he would like staff to try to figure out how it happened <br />that neighbors tied into this sewer line. <br /> <br /> Dr. Brown said he is not inclined to want to do something. <br /> <br /> Ms. Hamilton said this is a policy issue. She said Ms. Leitch got lucky seven <br />years ago when the City made repairs. She said she has become aware of another similar <br />situation. She said there is the issue of compassion, but apparently this happens all the <br />time and citizens use their resources to make the repairs. <br /> <br /> Mr. Lynch said if the City gave them a permit to tie into the line and did not <br />check it, it is our responsibility, but if they just did it we have no responsibility. He said <br />we owe it to her to find out how it happened. <br /> <br /> There was no consensus for the City to do the work to repair Ms. Leitch’s sewer <br />line. <br /> <br /> The meeting was adjourned. <br /> <br />______________________________ _____________________________ <br />President Clerk <br /> <br /> <br />
