6 <br /> <br /> Mr. Lynch noted that Council is not being asked to pay for wireless now. He said <br />the internet is a potential distraction. He said School staff made a good case for <br />whiteboards. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Taliaferro, the appropriation of <br />$761,200 for technology for the Schools was offered and carried over to the next meeting <br />for consideration. <br /> <br />PUBLIC HEARING/RESOLUTION <br />: LEASE OF CITY OWNED BUILDING AT <br />ST <br />207 SOUTH 1 STREET <br /> <br /> Mr. Chris Engel, Department of Economic Development, explained that the City <br />st <br />owned building at 207 South 1 Street has been vacant since May. He said the developer <br />of the hotel on the mall wants to lease the building for use as their construction office. <br />He said the City can terminate the lease with 60 days notice. <br /> <br /> The public hearing was opened, but as there were no speakers the public hearing <br />was closed. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Norris, the Resolution Leasing the <br />st <br />City Owned Building at 207 South 1 Street was approved by the following vote. Ayes: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia that <br />this Council hereby authorizes the City Manager to sign the following document, in form <br />approved by the City Attorney: <br /> <br />Lease Agreement dated December 3, 2007, between the City of Charlottesville <br />and Minor Family Hotels, LLC, for the lease of City-owned property known as <br />207 South First Street. <br /> <br />th <br />PUBLIC HEARING/ORDINANCE <br />: GRANTING EASEMENT TO U.VA. FOR 11 <br />STREET UTILITIES <br /> <br /> Mr. Brown, said that the ordinance will grant an easement to U. Va. Foundation <br />th <br />for utilities on 11 Street. <br /> <br /> The public hearing was opened, but as there were no speakers the public hearing <br />was closed. <br /> <br />On motion by Mr. Norris, seconded by Mr. Lynch, the ordinance entitled “AN <br />ORDINANCE AUTHORIZING THE GRANT OF UTILITY EASEMENTS UNDER <br />11th STREET, S.W. TO THE UNIVERSITY OF VIRGINIA FOUNDATION” was <br />offered and carried over to the next meeting for consideration. <br /> <br />nd <br />ORDINANCE <br />: LEASE PORTION OF MCINTIRE PARK TO YMCA (2 READING) <br /> <br /> Mr. Mike Svetz, Director of Parks and Recreation, explained that two public <br />hearings have been held regarding the lease of property in McIntire Park to the YMCA, <br />and negotiations have taken place after the first reading of the ordinance. He said 3.5 <br />acres are proposed to be leased on the west side of the Park, with the exact location to be <br />determined after a master plan process which will be a community driven process. He <br />said the proposed location will go to Council in May. He said the proposal is for a <br />renewable 40 year term. Mr. Svetz said that the use agreement provides that the County <br />provides $2.3 million to the YMCA; the City and County will each appoint two members <br />to the YMCA Board; the YMCA will provide scholarships; and the City will provide <br />$1.25 million in future capital program funds for six lap lanes, a diving board and well. <br />Charlottesville High School will have priority access for the two hours immediately after <br />school during the swimming season. <br /> <br /> <br />
