He suggested adding a <br />handicapped representative, perhaps a mother with a stroller, and having more diversity. <br />He suggested that Emmet Street to Barracks Road be included in the study area. He also <br />suggested that the previous study be reviewed. <br /> <br /> Dr. Brown said he would like to have included, as part of this study or another <br />time, Cherry Avenue, especially the area adjacent to Tonsler Park, and the Meadows <br />neighborhood toward University of Virginia. He said that with the new Whole Foods <br />location on Hydraulic Road, the team might also want to look at the area from there <br />across Rt. 29. <br /> <br /> Ms. Edwards we should make sure the committee is diverse and includes people <br />who walk to work. <br /> <br /> Mr. Huja said he supports audio pedestrian signals and ADA and school <br />improvements. <br /> <br /> Mr. Norris said he appreciates the talk about public education, but noted there is <br />not much about enforcement of pedestrian crossing rules. <br /> <br /> Police Chief Tim Longo said he will have to wait for the recommendations of the <br />team before commenting on enforcement issues. <br /> <br />REPORT <br />: TRANSIT SYSTEM UPDATE <br /> <br /> Mr. Bill Watterson, Transit Manager, reviewed services changes implemented in <br />August: Sunday service on free trolley and Route 7; Rt. 3B adjustments; 30 minutes <br />service on Rt. 5 in partnership with Albemarle County. He said other changes planned <br />for August on Rt. 4A, 4B, 6A and 22 were postponed because Brookwood Drive was not <br />ready for public use. He said issues remain to be resolved on Rt. 4A and $B due to U. <br />Va. construction related traffic, and Rt. 6A, 6B and 22 due to traffic on Barracks Road <br />and Emmet Street. Mr. Watterson said he hopes to get more direct lines from where <br />people live and work. Mr. Watterson listed changes that would have a budget impact if <br />approved: new Rt. 4; new routes 6A and 6B or new Rt. 6; and new Rt. 8. <br /> <br /> Mr. Taliaferro thanked Mr. Watterson for listening to the community and <br />addressing some of their issues. <br /> <br /> Mr. Huja expressed concern that every route goes around downtown and takes an <br />additional five to seven minutes. He asked Mr. Watterson to explore whether that is <br />necessary. <br /> <br /> Mr. Watterson said that embedded in changes to Rt. 4A and 4B is the elimination <br />of downtown. He said Rt. 3A could be adjusted as well. He noted that having to <br />approach the hub on Water Street from the east restricts some flexibility. <br /> <br /> Mr. Huja said he thinks the changes to 6A would be good. He said avoiding the <br />need for transfers would be desirable. He said having the route to CHS would be helpful <br />and would get young people used to using a bus rather than a car. He suggested <br />exploring looping to U. Va. He also suggested using Kenwood instead of Concord. <br /> <br /> Mr. Watterson said that the routing is more conceptual at this time. He said the <br />loop cannot be made to U. Va. in the required time period. <br /> <br /> Mr. Huja suggested looking at the origin and destination of customers. He asked <br />how our system adds or detracts from UTS. <br /> <br /> Mr. Watterson said that U. Va. students can ride our system for free which has <br />created new advocates. <br /> <br />
