9 <br /> <br />WHEREAS <br />, affordable housing is a critical issue not just for the City of <br />Charlottesville but for the entire region; now, therefore <br /> <br />BE IT RESOLVED <br /> that the Charlottesville City Council shall: <br /> <br /> <br />(1)Continue its commitment to affordable housing by making this issue a top <br />priority; <br /> <br /> <br />(2)Support increased funding in the upcoming (FY2009) budget beyond the 5-year, <br />$5 million commitment; <br /> <br /> <br />(3)Consider substantially increasing funding for affordable housing in all upcoming <br />budgets, taking into account economic conditions and council priorities; <br /> <br /> <br />(4)Call upon the County of Albemarle to likewise contribute to addressing this <br />regional problem by increasing funding for affordable housing, especially for <br />low-income housing; <br /> <br /> <br />(5)Work with the University of Virginia to ensure adequate student and workforce <br />housing; and <br /> <br /> <br />(6)Establish an Affordable Housing Fund, to receive public and private monies, <br />including Council appropriations, private contributions and cash proffers, and <br />with the City’s Housing Advisory Committee make recommendations to <br />Council regarding the disbursement of this fund, including eligibility criteria, <br />programmatic priorities, goals and objectives. <br /> <br />RESOLUTION <br />: AUTHORIZING TRANSFER OF $150,000 FROM HOUSING <br />FUND TO HABITAT FOR HUMANITY AND $150,000 TO PIEDMONT HOUSING <br />ALLIANCE’S WORKFORCE HOUSING PROGRAM <br /> <br /> Ms. Amy Kilroy, Planner in Neighborhood Development Services, said that <br />Council has previously discussed the $150,000 for the Workforce Housing program. She <br />said the Community Development Task Force recommended $150,000 for Habitat for <br />Humanity. <br /> <br /> Mr. Norris said that several proposals were made for the funds which is evidence <br />that there is a need for more funding. <br /> <br /> Mr. Huja said he would like to make a modification, and suggesting giving <br />$15,000 of the funding proposed for Habitat to the JABA housing study. He said he has <br />discussed this with Habitat and they have no objection. <br /> <br /> Mr. Norris said the Community Design Center made a proposal for home energy <br />audits and improvements which will help all home owners, and he suggested that $35,000 <br />of the funding for Habitat be given to the Design Center. He said Habitat is okay with <br />the proposal. <br /> <br /> On motion by Mr. Taliaferro, seconded by Dr. Brown, the amended Resolution <br />Authorizing Transfer of $150,000 from the Housing Fund to Piedmont Housing <br />Alliance’s Workforce Housing Program, $15,000 to JABA for a study of senior housing, <br />$35,000 to the Community Design Center for home energy audits and improvements, and <br />$100,000 to Habitat for Humanity was approved by the following vote. Ayes: Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />WHEREAS <br />, Council has previously approved the appropriation of certain sums <br />of general fund dollars to the Housing Trust Fund account (P-00337) within the capital <br />projects fund; and <br /> <br /> <br />
