Noes: Mr. Norris. <br /> <br />PUBLIC <br /> <br /> Mr. Jeyon Falsini said he is worried that the decibel is higher than 75 when the <br />doors to a restaurant are closed. <br /> <br /> Dr. Brown said if there is a problem Mr. Falsini should tell Council. <br /> <br />OTHER BUSINESS <br /> <br /> <br />Mr. Norris asked Mr. Tolbert to give an update on the Eastern Connector. <br /> <br /> Mr. Tolbert said that staff are concerned that at a meeting of the Eastern <br />Connector Steering Committee the alternatives that the consultant presented all go <br />through the City, which takes the focus off what the study should look at. He said it is <br />important for Council to voice concern. He said there may not be a feasible choice for <br />the road, and if so, we need to know that. <br /> <br /> Mr. Norris said the question is do we send them back to the drawing board or <br />accept the recommendation and move on, or say that the Eastern Connector is no longer a <br />viable traffic option. He said this is a process question about where we go from here. <br /> <br /> Mr. Taliaferro said we should state the fact that we do not want another road <br />coming through the City. He said he wonders how the intent got changed. <br /> <br /> Mr. Tolbert said there is no where to put the road that avoids development. <br /> <br /> Dr. Brown said if there is not a feasible alignment, then that is what should come <br />back. He said he thought a couple of tracts were not unreasonable. He suggested sending <br />the proposed letter. He said more problematic is the fact that there is no State funding for <br />the road. <br /> <br /> Mr. Huja said it would be good to send the letter. <br /> <br /> Ms. Edwards said this is a window of opportunity to look at other forms of <br />transportation. She said we should be creative and radical. <br /> <br /> Mr. Norris said he agrees with Ms. Edwards, and said he does not think the next <br />big investment should be another big road. He said we should invest in getting people off <br />roads and should leverage support for alternatives. He proposed adding a sentence to the <br />letter to that effect. <br /> <br /> Mr. Norris said he would also like to discuss process for the water supply plan. <br /> <br /> Mr. O’Connell said he would like to put the airport expansion issue in <br />perspective. He said the Airport Authority, of which he is a member, discussed the <br />strategic long-term plan for 20 to 25 years. He said there is no money to do the <br />expansion. He said we need a discussion about what to do with sediment in the reservoir. <br /> <br /> Mr. Taliaferro said his concern is that the people who looked at dredging options <br />build dams. <br /> <br /> Mr. O’Connell said that discussions were held with dredging operators, and it is <br />very expensive. He said the big issue was permitting. <br /> <br /> Mr. Norris said he is not interested in revisiting the plan, but from a process <br />standpoint would like to talk about the issue of phasing it in. He asked if there is interest <br />by Council to get more information on phasing and cost allocation strategies, how that <br />will impact utility bills, and if there is interest in holding a work session on the issue. <br /> <br /> <br />
