NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, March 17, 2008 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – March 17, 2008 Council met in special session on this date with the following members present: Dr. Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Absent: Ms. Edwards. On motion by Mr. Taliaferro, seconded by Dr. Brown, Council voted (Ayes: Dr. Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. Absent: Ms. Edwards) to meet in closed session for discussion and consideration of appointments to City boards and commissions, as authorized by Section 2.2-3711(A)(1) of the Virginia Code; and consultation with legal counsel regarding the negotiation of the terms and conditions of a proposed cost allocation agreement with the Albemarle County Service Authority; discussion of a proposed agreement for fire services with Albemarle County; and for consultation with legal counsel regarding a specific legal matter requiring the provision of legal advice. On motion by Mr. Taliaferro, seconded by Dr. Brown, Council certified by the following vote (Ayes: Dr. Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. Absent: Ms. Edwards) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – March 17, 2008 Council met in regular session on this date with the following members present: Dr. Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Absent: Ms. Edwards. ANNOUNCEMENTS Mr. Norris announced that the Martha Jefferson neighborhood has been designated to the National Historic Registry. Dr. Brown said he would like to discuss conditions for funding Advocates for a Sustainable Albemarle Population (ASAP) during other business. AWARDS/RECOGNITIONS : POISON PREVENTION PROCLAMATION; OVARIAN CANCER AWARENESS PROCLAMATION; RED CROSS PROCLAMATION Mr. Norris presented proclamations for Poison Prevention, Ovarian Cancer Awareness and the Red Cross. PUBLIC Ms. Colette Hall, 101 Robertson Lane, said that if the Eastern Connector is not feasible, what about the Meadowcreek Parkway. She said the topography will be altered, trees will be cut, and there will be increased pollution if the Parkway is built. She recommended that Council walk the site to see what we will lose when the road is built.
