9 <br /> Dr. Brown said the proposal appears to be at the intersection of energy efficiency <br />and affordable housing. He said the proposal needs a fair amount of vetting. <br /> <br /> Mr. Taliaferro thanked StreamWatch for their response to Council questions. <br /> <br /> Ms. Edwards noted that the ordinance Council will be considering in the near <br />future providing tax breaks for energy conservation will be aimed at people who can <br />afford it. She said Mr. Huja’s proposal will include others who will be most affected by <br />energy conservation. <br /> <br /> Mr. Norris reviewed the funding requests made by agencies: Soil and Water <br />Conservation District - $8,960; StreamWatch - $10,000; African American Teaching <br />Fellows - $7,500; and Mountainside - $1,661. Mr. Norris said he has been told by staff <br />that JABA and Mountainside will be reviewed together in the future. He said staff is <br />taking steps to conduct an efficiency review. Referring to questions about School <br />spending and School central office staffing, he said he agrees that they should undertake <br />a resource utilization review. He said he fully supports McGuffey Arts Center, and <br />suggested that they be approached about a strategic planning process to ensure their long- <br />term viability. He said he appreciates the signage proposal being cut in half, and is <br />confident we can accomplish the basis goals of the program. <br /> <br /> Mr. Huja said he thought Council’s reserve was being increased so that $100,000 <br />would currently be in the reserve, instead of the $68,000. <br /> <br /> Mr. Norris said the lower amount is still a significant increase over Council’s <br />reserve from the current fiscal year. <br /> <br /> Dr. Brown said StreamWatch improves the life of the Rivanna River. He said <br />students will benefit from the African American Teaching Fellows program, and he <br />would like to see where they are with achieving their goals. <br /> <br /> Mr. Huja made a motion to approve the Budget Appropriation, with changes to <br />agencies listed by Mr. Norris and reductions to the wayfinding program. Mr. Taliaferro <br />seconded the motion. <br /> <br /> Mr. O’Connell clarified that the following funding will be taken from Council’s <br />reserve, currently totaled at $68,000: Soil and Water Conservation District - $8,960; <br />StreamWatch - $10,000; African American Teaching Fellows - $7,500; and Mountainside <br />- $1,661. He said $125,000 will be set aside in the CIP contingency for an energy <br />conservation program to be approved at a future date by Council after recommendations <br />are made by the Environmental Sustainability Committee. <br /> <br /> Mr. Huja said he hopes staff will think about the two proposed welcome signs. <br /> <br /> Dr. Brown said he agrees with approving the energy conservation program at a <br />future date. <br /> <br /> Mr. O’Connell said that some or all of the $125,000 could be decided on for an <br />energy conservation program in the future. <br /> <br />th <br /> The Annual Budget Appropriation was carried over to the April 15 meeting for <br />consideration. <br /> <br /> Mr. Norris asked staff to review the North Western Virginia Health Systems <br />request. <br /> <br /> Mr. O’Connell said staff agrees that this is a State mandate and they should fund <br />it. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: CONVEYANCE OF PORTION OF CITY <br />PROPERTY ON CORNER OF LEE STREET AND JEFFERSON PARK AVENUE TO <br />U.
