10 <br /> <br /> Mr. Craig Brown, City Attorney, explained that the University of Virginia has <br />requested that the City convey 682 square feet of property for the new Emily Couric <br />Cancer Center, and staff have approved the conveyance. <br /> <br /> Mr. Huja said he supports the idea totally, but wonders why we are only charging <br />them $10 for the property. <br /> <br /> Mr. Brown said that Council can seek compensation. He said it is a small amount <br />of land and historically Council has not looked for compensation from the University. <br /> <br /> The public hearing was opened. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, said that once land is conveyed to the <br />University the City cannot tax it. She asked why should the City not make money on the <br />sale of the land. <br /> <br /> Mr. Charlie Hurt, representing the University of Virginia, said he could support <br />$10 per square foot for the property as a reasonable price if Council wants to do that. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Norris said this is a small sliver of land that cannot be built on, no taxes are <br />paid on the property now, and he sees it as a tiny price to pay to support the new cancer <br />center. <br /> <br /> Dr. Brown said he agrees completely with Mr. Norris, and feels it is a small way <br />for the City to help the project. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Taliaferro, the ordinance entitled “AN <br />ORDINANCE AUTHORIZING THE CONVEYANCE OF LAND AT THE <br />INTERSECTION OF JEFFERSON PARK AVENUE AND LEE STREET, TO THE <br />UNIVERSITY OF VIRGINIA FOR THE CONSTRUCTION OF A NEW CANCER <br />CENTER BUILDING” was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: CLOSING A PORTION OF PALATINE <br />AVENUE <br /> <br /> Mr. Brown said the request is to vacate an unopened, unimproved road that has <br />never been accepted into the City system. He said it is a very steep grassy slope. He said <br />Council must consider the following three factors: will the closing impede access; will <br />public utilities be impacted; and will there be an adverse impact on traffic. He said the <br />applicant has responded to these questions via letter. <br /> <br /> The public hearing was opened. <br /> <br /> Mr. Sam Towler, 1601 Green Street, agreed that the street should be closed, but <br />said the only problem is he owns four vacant lots which have no sewer access. He said <br />the developer of the property and applicant for the street closing has agreed to build a <br />sewer line. He asked if the City will supervise installation of the sewer line, and will it be <br />deep enough so that a pump will not have to be used. He asked if the ground will be <br />graded back to its current state. He also asked if the City wants the right of way to <br />remain open to pedestrians. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Brown said that if the sewer main is dedicated to the City the City will <br />inspect its installation. He said he does not know about the depth of the line. He noted <br />that the applicant asked the City to reserve a 20 foot wide easement. <br /> <br /> <br />
