<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, May 5, 2008 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – May 5, 2008 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Taliaferro, seconded by Dr. Brown, Council voted (Ayes: Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in <br />closed session for the annual performance evaluation of the City Manager, as authorized <br />by Section 2.2-3711(A)(1) of the Virginia Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Dr. Brown , Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – May 5, 2008 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Mr. Norris announced two events taking place on May 6: McIntire Park Master <br />Plan open house and Council’s work session on the water supply plan. He said a public <br />th <br />hearing will be held by Council on the water supply plan on May 19, but no action will <br />nd <br />be taken until June 2 when Council will also consider utility rates. <br /> <br /> Dr. Brown said he will bring up the VML Go Green energy efficiency block grant <br />during other business. He said the Planning District Commission will hold a “unjam” <br />meeting on Saturday. <br /> <br /> Mr. Norris said he will bring up resolutions regarding the Virginia Department of <br />Rail and Public Transportation and the City Manager’s employment agreement during <br />other business. <br /> <br />PUBLIC <br /> <br /> Dr. Joe Mooney, 201 Sunset Avenue, brought to Council’s attention a letter from <br />William Crutchfield to The Hook regarding the water supply plan. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, President of the North Downtown <br />nd <br />Residents Association, said that the design of the proposed building on 2 Street, N.E. <br />does not conform to the design control district and is not in character with the <br />neighborhood. She expressed concern about the lack of trees. She said NDRA supports <br />the neighborhood appeal. Ms. Hall asked for clarification about the difference between <br />the energy audit incentive grant appropriation and the ordinance establishing a tax <br />exemption for energy efficient buildings. <br /> <br /> <br />
