NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, May 5, 2008 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – May 5, 2008 Council met in special session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. On motion by Mr. Taliaferro, seconded by Dr. Brown, Council voted (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in closed session for the annual performance evaluation of the City Manager, as authorized by Section 2.2-3711(A)(1) of the Virginia Code. On motion by Mr. Taliaferro, seconded by Dr. Brown , Council certified by the following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – May 5, 2008 Council met in regular session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. ANNOUNCEMENTS Mr. Norris announced two events taking place on May 6: McIntire Park Master Plan open house and Council’s work session on the water supply plan. He said a public th hearing will be held by Council on the water supply plan on May 19, but no action will nd be taken until June 2 when Council will also consider utility rates. Dr. Brown said he will bring up the VML Go Green energy efficiency block grant during other business. He said the Planning District Commission will hold a “unjam” meeting on Saturday. Mr. Norris said he will bring up resolutions regarding the Virginia Department of Rail and Public Transportation and the City Manager’s employment agreement during other business. PUBLIC Dr. Joe Mooney, 201 Sunset Avenue, brought to Council’s attention a letter from William Crutchfield to The Hook regarding the water supply plan. Ms. Colette Hall, 101 Robertson Lane, President of the North Downtown nd Residents Association, said that the design of the proposed building on 2 Street, N.E. does not conform to the design control district and is not in character with the neighborhood. She expressed concern about the lack of trees. She said NDRA supports the neighborhood appeal. Ms. Hall asked for clarification about the difference between the energy audit incentive grant appropriation and the ordinance establishing a tax exemption for energy efficient buildings.
