8 <br /> Ms. Edwards said she is not crazy about using McIntire Park for anything else, <br />but said the plan is very well done. <br /> <br /> Mr. Norris said he is excited about bringing more people to McIntire Park, but he <br />noted that it does bring more traffic. <br /> <br /> Mr. Svetz said they have gone back and forth about parking. He said the proposal <br />maximizes use and creates shared parking, and has been reduced to 300 spaces. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Taliaferro, the resolution approving <br />the McIntire Park Master Plan was approved by the following vote. Ayes: Dr. Brown, <br />Ms. Edwards, Mr. Norris, Mr. Taliaferro. Noes: None. Absent: Mr. Huja. <br /> <br /> WHEREAS <br />, the City of Charlottesville Department of Parks and Recreation has <br />undertaken a master planning process for the future development and use of the western <br />portion of McIntire Park; and, <br /> <br />WHEREAS <br /> , in preparing the plan the Department has utilized the services of a <br />professional landscape architect and received input from members of the community; <br />and, <br /> <br />WHEREAS <br /> , the amenities and improvements shown in the proposed plan reflect <br />the recreational needs and values of the Charlottesville community; and, <br /> <br />WHEREAS <br /> , the proposed master plan has been reviewed and recommended for <br />approval by the McIntire Park Advisory Review Team, the Parks and Recreation <br />Advisory Board and the Department of Parks and Recreation. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council for the City of <br />Charlottesville, Virginia that the “McIntire Park Master Plan Update – Recommended <br />Plan” dated May 9, 2008, a copy of which is attached hereto, is hereby approved. <br /> <br />PUBLIC HEARING/RESOLUTION <br />: APPROVING LOCATION OF YMCA IN <br />MCINTIRE PARK <br /> <br /> Mr. Svetz said the YMCA facility is recommended to be located on 5.2 acres that <br />is currently a picnic shelter area. He said it maximizes use of the existing topography, <br />protects trail areas, does not overwhelm the park, and keeps the rectangular fields. <br /> <br /> The public hearing was opened. <br /> <br /> Ms. Jennifer McKeever, 1140 Locust venue, Vice Chair of the Parks and <br />Recreation Advisory Board, expressed delight at the proposed location for the YMCA. <br />She said she is proud of the community driven process. <br /> <br /> Mr. Dave Phillips, 2846 Stratford Glen Way, Chair of Save the Fireworks <br />Foundation, said he feels it was a superior process and he is pleased with the chosen <br />location. He said he hopes the proposed bridge across the railroad tracks will be able to <br />accommodate small vehicles to haul fireworks. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, said he thinks it is an excellent plan, but he <br />is concerned about use of parkland and the loss of green space. He said there should be a <br />discussion about how this takes us away from Council’s vision for green space to <br />accommodate a building and parking. He said he would prefer that the YMCA be located <br />in Albemarle County. <br /> <br /> Mr. Chad Freckman, 104 Northwood Circle, said he hopes there will be more <br />opportunity for shared parking so that the number of spaces can be reduced. He said the <br />pedestrian/bike bridge is important. <br /> <br /> As there were no further speakers the public hearing was closed. <br /> <br /> <br />
