9 <br /> Mr. Norris agreed that we should be creative with shared parking. He said it is a <br />good point to be mindful of the loss of green space. <br /> <br /> Mr. Svetz said that a maximum of 13 trees will be lost, but a substantial number <br />of new trees and other plants will be added. <br /> <br /> Responding to a question from Dr. Brown about the timeline, Mr. Kurt Kruger, <br />representing the YMCA, said that it will take six to eight months for design, then a year <br />to 16 months for construction. <br /> <br /> On motion by Mr. Taliaferro, seconded by Dr. Brown, the resolution approving <br />the location of the YMCA in McIntire Park was approved by the following vote. Ayes: <br />Dr. Brown, Ms. Edwards, Mr. Norris, Mr. Taliaferro. Noes: None. Absent: Mr. Huja. <br /> <br /> WHEREAS <br />, by a Ground Lease dated January 15, 2008 the City of <br />Charlottesville leased to the Piedmont Family YMCA, Inc. (“YMCA”) 3 to 5 acres of <br />land on the western side of McIntire Park, within the area designated in Exhibit A to the <br />Lease; and, <br /> <br />WHEREAS <br /> , the Lease provides that the exact boundaries of the leased property <br />will be determined by the City following the completion of a Master Plan for McIntire <br />Park by May 20, 2008; and, <br /> <br />WHEREAS <br /> , in preparing the Plan the Department of Parks and Recreation has <br />utilized the services of a professional landscape architect and sought input from members <br />of the community, including the McIntire Park Advisory Review Team and the Parks and <br />Recreation Advisory Board; and <br /> <br />WHEREAS <br />, the completed Master Plan illustrates the proposed future <br />development and use for the western portion of McIntire Park, and proposes that the <br />facility to be constructed by the YMCA be located to the west of the existing parking lot, <br />in the “bowl” area currently occupied by picnic shelters; and, <br /> <br />WHEREAS <br />, the Department of Parks and Recreation, the YMCA, the McIntire <br />Park Advisory Review Team and the Parks and Recreation Advisory Board concur that <br />the proposed location of the YMCA facility as shown on the Master Plan is the best and <br />most appropriate location. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council for the City of <br />Charlottesville that the boundaries for the property leased to the YMCA pursuant to the <br />Ground Lease dated January 15, 2008 are hereby designated as that area containing <br />approximately 5.2 acres and located in the bowl area to the west of the existing parking <br />lot, and as more specifically shown and outlined on the attached aerial photograph and <br />topographical survey, copies of which are attached and incorporated into this Resolution. <br /> <br />BE IT FURTHER RESOLVED <br />that the designation of the lease boundaries <br />herein shall not be construed as relieving the YMCA from compliance with all applicable <br />zoning, planning and land use requirements, and all other terms and conditions of the <br />executed Ground Lease. <br /> <br />REPORT <br />: POOL FACILITIES UPDATE <br /> <br /> Mr. Svetz gave an update on the pools. He said that a needs assessment was <br />conducted in 2005. He said an architect and engineer have been hired for Meade Pool. <br />He said there is consensus on placing the pool in front of the park and having green space <br />in the back. He said the project will go to bid this summer, with construction to begin in <br />the fall, and a projected open date of May 2009. Mr. Svetz said that Council approved a <br />new Smith Pool Center in 2007 which will consolidate the existing Smith and Crow <br />Centers. He said Council also approved a ground lease with the Boys and Girls Club. He <br />said a site plan meeting was held this week. He said the project is out to bid and plans <br />are to remove the existing Smith Center this summer when schools are not in. He said <br />the new Smith Center is expected to open in the spring or summer of 2010. <br /> <br />
