12 <br />TO ESTABLISH NEW UTILITY RATES AND SERVICE FEES FOR CITY GAS, <br />WATER AND SANITARY SEWER” was offered and carried over to the next meeting <br />for consideration. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: NEIGHBORHOOD DEVELOPMENT <br />SERVICES FEE SCHEDULE CHANGES <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said they <br />found that the Department was generating only 30% of its cost in fees. He said it has <br />been raised twice to try to catch up, and they will now cover some things that have not <br />been done before. He noted that the increases were approved in the budget. He said they <br />also include mailing and advertising costs. <br /> <br /> The public hearing was opened. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, said the fees will be passed along to <br />virtually all homes in Charlottesville and will increases the assessed value by more than <br />$1 million. He said it is important to look at the impact on the overall valuation of all <br />housing. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Tolbert said that the average increase will be $30 to $40 per unit being built. <br /> <br /> Mr. Huja said he agrees with the changes, and would like to get to recovering <br />100% of the recovery cost. <br /> <br /> On motion by Mr. Huja, seconded by Dr. Brown, the ordinance entitled “AN <br />ORDINANCE APPROVING AND ADOPTING A SCHEDULE OF FEES PURSUANT <br />TO CITY CODE 34-10(a) APPLICABLE TO VARIOUS SERVICES AND <br />FUNCTIONS ADMINISTERED BY THE CITY’S DEPARTMENT OF <br />NEIGHBORHOOD DEVELOPMENT SERVICES, RELATED TO APPLICATIONS, <br />PETITIONS, INSPECTIONS, PERMITS AND APPROVALS REQUIRED BY THE <br />CITY’S ZONING ORDINANCE, SUBDIVISION ORDINANCE, WATER <br />PROTECTION ORDINANCE AND ORDINANCES RELATING TO THE USE AND <br />OCCUPANCY OF CITY STREETS AND RIGHTS-OF-WAY” was offered and carried <br />over to the next meeting for consideration. <br /> <br />RESOLUTION <br />: SUPPORTING GOVERNOR KAINE’S TRANSPORTATION <br />PROPOSAL <br /> <br /> Mr. O’Connell said that he and Mr. Taliaferro attended a First Cities meeting <br />where the Governor’s transportation proposal was discussed. He said they thought it was <br />important to bring the matter to Council as the proposal would restore maintenance <br />funding and add more funding for transit and rail. <br /> <br /> Mr. Taliaferro urged Council to support the resolution as we have needs locally <br />that are not being met. <br /> <br /> Dr. Brown moved the resolution and Mr. Huja seconded the motion. <br /> <br /> Mr. Norris said he agrees strongly that the preferred alternative would be a gas <br />tax, but he realizes that is not feasible so he will support the resolution with that <br />reservation. <br /> <br /> The Resolution Supporting Governor Kaine’s Transportation Proposal was <br />approved by the following vote: Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, <br />Mr. Taliaferro. Noes: None. <br /> <br /> <br />WHEREAS <br />, the Charlottesville area has identified over millions annually in <br />transportation needs; <br /> <br /> <br />
