7 <br /> RELATING TO PROHIBITED WASTE DISCHARGES” <br /> <br />ORDINANCE <br />j. : “AN ORDINANCE AMENDING AND REORDAINING <br /> SECTIONS 31-30, 31-31, 31-35, AND 31-59, AND REPEALING SECTION 31-33, <br /> OF CHAPTER 31 (UTILITIES) OF THE CHARLOTTESVILLE CITY CODE, 1990, <br /> AS AMENDED” <br /> <br />RESOLUTION <br />: WATER SUPPLY PLAN <br /> <br /> Mr. Norris said we need to differentiate that there are two processes and two plans <br />for the local and state water supply plans, but he said hopefully they will converge. He <br />said tonight we are talking about the local plan, not the State plan. He read the proposed <br />resolution. He said it is his opinion and, he believes that of others, that the plan may not <br />go far enough regarding maintenance dredging of the South Fork Rivanna Reservoir and <br />water conservation. He said staff was asked to amend the original resolution to include a <br />request for a study of maintenance dredging and to increase water conservation efforts. <br />He thanked citizens who have been involved in this issue. <br /> <br /> Dr. Brown said he has put people’s concerns into two categories: those that do <br />not want trees cut down at Ragged Mountain and those who are concerned that Council <br />chose the more expensive option and is ignoring common sense. He said the issue for the <br />latter concern is how much water can be gotten by just dredging. He said if we cannot <br />obtain enough by dredging we have to build more capacity elsewhere. He said the cost to <br />build the dam 15’ taller is only $7 million more. He said it does not work economically <br />to build to a height of 30’ and dredge. He said the beauty of the current plan is it allows <br />water to course through the Moorman’s and Rivanna Rivers. He agreed that we should <br />look at maintenance dredging of SFRR. <br /> <br /> Mr. Taliaferro said he is open to looking at dredging, but he does not want to <br />delay implementation of the plan. He said it is important to have an adequate water <br />supply. <br /> <br /> Ms. Edwards said, as a sidebar comment, that she thinks this is more about what it <br />means to have a City Manager/Council form of government and the role of the Rivanna <br />Water and Sewer Authority (and all other authorities). She said it is a matter of how we <br />get information from staff, process that information, and determine the right thing to do <br />for the greater good. She said she is now more comfortable with the plan because we will <br />explore dredging and increase water conservation. She said she appreciates people on <br />both sides providing her with information. She said a lot of people have not been <br />involved in the process, but trust Council to make a decision. She said she supports the <br />water supply plan and the resolution. <br /> <br /> Mr. Huja said he has received advice from many people. He said he still has <br />some concerns about the plan. He said taking the long term view, the system needs to be <br />sustainable and dependable. He said the primary criteria for him is what is in the best <br />interest of the full community in the long term. He said the plan with the resolution as <br />amended meets that criteria. <br /> <br /> Mr. Norris said he wants to make clear that Council is asking Rivanna Water and <br />Sewer Authority to commence a feasibility study of dredging. Regarding conservation, <br />he said it is not empty language. He said if dredging is feasible and we can find reliable <br />ways to conserve, it opens up the possibility that pieces of the plan, such as the height of <br />the dam, could be revisited. He said he believes in the fundamental of the plan, keeping <br />our water supply local and addressing environmental concerns. <br /> <br /> Dr. Brown moved the resolution approving the water supply plan as amended to <br />include a dredging study and increasing water conservation efforts, Mr. Taliaferro <br />seconded the motion, and it was approved by the following vote. Ayes: Dr. Brown, Ms. <br />Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro.
