<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Wednesday, June 4, 2008 AT 5:00 p.m. IN THE “City Space” in the <br />th <br />Charlottesville Community Design Center, 100 5 Street, S.E. (downtown mall side of <br />the Market Street Parking Garage, formerly the Visitors Center) <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Work Session: McIntire Road Extended Interchange <br /> <br />BY ORDER OF THE MAYOR BY: Jeanne Cox <br /> <br />CITY SPACE – June 4, 2008 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, gave an <br />historical overview of the Route 250 Bypass Interchange Project at McIntire Road. <br /> <br /> Mr. Owen Peery, RK&K consultants for the interchange design, gave an overview <br />of interchange alternatives C-1 and G-1. He reviewed bike and pedestrian trails and <br />access for both alternatives. <br /> <br /> Mr. Brian Hepting, RK&K, said that a flat bridge (“straight-girder”) style, rather <br />than an arched style, would lower the height of the bridge approximately 5’ and would be <br />less expensive. <br /> <br /> Mr. Huja said a flat bridge would be fine with him. <br /> <br /> Mr. Peery presented options for C-1 and G-1showing the trail closer to the <br />roadway. He said if the trail was located closer to the roadway, the bridge length could <br />be reduced by approximately one third. He said these changes would result in savings <br />between $2 million and $2.5 million. He said it would also involve less stream <br />relocation. <br /> <br /> Mr. Peery also presented an option for moving the ramps for Alternatives C-1 and <br />G-1 closer to Route 250. He said moving in the ramps would require retaining walls <br />instead of green space, and depending on the height and length of the walls, up to half of <br />the savings gained by moving just the trail could be lost. He said moving the ramps may <br />not even be feasible due to geometric and operational safety requirements. <br /> <br /> Mr. Huja said that G-1 seems better for pedestrians, bikes and vehicles and takes <br />less land. <br /> <br /> Dr. Brown said he agrees. <br /> <br /> Mr. Huja said we could do away with the pedestrian bridge over McIntire Road <br />Extended. <br /> <br /> Ms. Edwards and Dr. Brown said they like the pedestrian bridge. <br /> <br /> It was the consensus of Council that G-1 with a modified trail is the preferred <br />alternative. <br /> <br /> Mr. Peery said they can work to refine the bridge style. <br /> <br /> Dr. Brown said he would like to see examples of flat bridges, and Mr. Peery <br />agreed that the team would provide examples. <br /> <br /> It was agreed that the pedestrian bridge would be discussed at a later date. <br /> <br /> <br />
