2
Mr. Norris said getting elevations for the main bridge would be helpful. He
expressed concern about bikes crossing the intersection at McIntire.

Mr. Peery said that can be looked into, and noted that he thinks it is solvable.

Mr. Norris asked if the trail could be moved to the other side, and Mr. Peery said
it could be done if it is closer in, and said they will look at that.

Mr. O’Connell reviewed conditions included in the October 1, 2007 resolution
approved by Council conveying the temporary construction easement to VDOT. 1)
Certification from VDOT that the Commonwealth has acquired title to or a permanent
easement over 49.1 acres of real property that will be dedicated for use by the City as
replacement park land. Mr. O’Connell said he expects written certification to come in the
next month on this condition. 2) Review and approval by City Council of the final
design of the storm water drainage plan. Mr. O’Connell said the storm water design was
approved by Council on May 1, 2008. 3) Written confirmation from VDOT that this
temporary construction easement will not be used to construct an at-grade intersection at
the intersection of U.S. Route 250 Bypass and McIntire Road Extended. Mr. O’Connell
said he expects written certification to come in the next month on this condition. Mr.
O’Connell said that once the certification for #1 and #3 are received, the easement will be
signed. Mr. O’Connell said that consideration of the interchange design was the final
formal step.

Mr. Huja said he hopes that with the changes to the interchange design that the
project will be within budget. He said the interchange still needs to be attractive since it
is an entrance into the City.

Responding to a question from Ms. Edwards about the Hillcrest Road closing, Mr.
Norris said that the Hillcrest Road entrance onto Route 250 will have to close under any
scenario.

The meeting was adjourned.

______________________________ ______________________________
President Clerk
